Abstract
The paper gives the analysis of art education in Ukraine and the USA. The author gives the analysis of the ways of art education in Ukraine and abroad.
Keywords: art education, giftedness, the educational system, the pedagogical support, strategies of education.
The three major skills in education that are considered the “core” subjects to teach students include math, writing, and reading comprehension. These important areas are considered by many the tools for success for student achievement. A consequence of predominately emphasizing these three areas of academic study is a lack of inattention to other major areas of academics, mainly the arts. Viewing the arts as insignificant has had a major impact on teaching creativity to students. The importance of teaching the arts to students has recently been viewed as less essential than to teach other core studies. Educational institutions are attempting to maintain federal standards to receive government funding to ensure that the students receive an education. These standards focus predominantly on subjects such as English and math and are also highly emphasized during standardized testing. While a sizable amount of the educational budget is spent on these important areas of academic study, American institutions are finding that there is less money for what some would consider as non-essential courses, such as higher level music and art. However, nowadays there is one hope for art education called “Arts integration”.
Arts integration is an alternative way for the arts to be taught within schools and institutes. Arts integration is especially important today when some schools and institutes no longer have or have small arts education programs because it allows for the arts to still be taught and used. Today, there are many organizations which are interesting in increasing of an art education in universities and colleges. For example, The National Endowment for the Arts (NEA) is one of the many nationally recognized organizations promoting arts education in the United States. Since its formation in 1965, the NEA has led efforts in integrating the arts as a part of the core education for all K-12 students. During the 2008 fiscal year, the NEA awarded over 200 grants totaling $6.7 million to programs that allow students to engage and participate in learning with skilled artists and teachers. The NEA has initiated a number of other arts education partnerships and initiatives which include:
· The Arts Education Partnership (AEP). AEP convenes forums to discuss topics in arts education, publishes research materials supporting the role of arts education in institutions, and is a clearinghouse for arts education resource materials.
· The Strategic National Arts Alumni Project (SNAAP) is an ongoing, online survey system will collect, track, and disseminate data on alumni, and will help institutions to better understand how students use arts training in their careers and other aspects of their lives.
· The NEA Education Leaders Institute (ELI) convenes key decision makers to enhance the quality and quantity of arts education at the state level. Each institute gathers teams of school leaders, legislators, policymakers, educators, professional artists, consultants, and scholars from up to five states to discuss a shared arts education challenge and engage in strategic planning to advance arts education in their respective states.
But, now I would like to pay attention to institutions that provide an art education to skillful people nowadays. It is the list of top fine art universities and colleges in the USA:

One of such colleges is The School of the Art Institute of Chicago (SAIC) that takes the third place at the list. It is one of America's largest accredited independent schools of art and design, located in the Loop in Chicago, Illinois. SAIC offers classes in art and technology; arts administration; art history, theory, and criticism; art education and art therapy; ceramics; fashion design; filmmaking; historic preservation; architecture; interior architecture; designed objects; journalism; painting and drawing; performance; photography; printmaking; sculpture; sound; time arts (time-based media); video; visual communication; visual and critical studies; and writing. SAIC also serves as a resource for issues related to the position and importance of the arts in society. SAIC also offers low-residency Master's Degree programs in Studio and Writing. The School of the Art Institute of Chicago (SAIC) is governed by the Board of Governors and has an active Faculty Senate. The leaders of SAIC are dedicated to advancing the school's mission and supporting its objective as outlined below.
The mission of this institute is "To provide excellence in the delivery of a global education in visual, design, media, and related arts, with attendant studies in the history and theory of those disciplines set within a broad-based, humanistic curriculum in the liberal arts and sciences. To provide instruction for this education in a range of formats: written, spoken, media, and exhibition-based." -- Excerpted from the Art Institute of Chicago's Corporate Charter, originally obtained from the State of Illinois in 1879, and revised in 2004.
The objective is to assemble a diverse body of intelligent and creative students and faculty in an environment designed to facilitate and encourage the discovery and production of significant ideas and images and to provide for the development of individual excellence in undergraduate and graduate programs in the visual and related arts.
Another example is the Academy of Art University which offers both on-campus (traditional instructor-led) and distance education (online) degrees and certificate programs in its fine arts programs. The university offers Associate of Arts (AA), Bachelor of Arts (BA) and Bachelor of Fine Arts (BFA) for undergraduate degree programs, Master of Arts (MA), Master of Fine Arts (MFA) and Master of Architecture (M. Arch) for graduate degree programs, and certificate programs for personal enrichment.
Nevertheless, in Ukraine the former Soviet Union provided governmental support for the arts through professional organizations such as unions of writers, artists, or composers. These organizations still exist and try to function despise a general lack of funds. Young and unconventional artists usually organize informal groups funded by individual sponsors and grants from international foundations.
Here is a list, but not full one, of universities in Ukraine that provide art education in different regions of Ukraine. The list of culture universities in Ukraine includes state education institutions of Ukraine of the 3rd and 4th accreditation levels such as universities, academies, conservatories and institutes. The list only specializes in various schools for arts, music, culture and design.

One of such colleges in Ukraine that provides an art education is Luhansk State Academy of Culture and Arts. Today the college is the basis of the regional educational complex in the field of culture and arts; it's also a preparation center of highly skilled specialists. The names of many college graduates are the pride of the whole Luhansk region. Among them are: People's Artist of Ukraine, academician, chancellor of The Tchaikovsky national academy of Music - О. Timoshenko; People's Artist of Ukraine, professor of The National Academy of Fine Arts and Architecture- N. Popov; People's Artist of Ukraine, academician, professor and chancellor Donetsk State S.S. Prokofyev Conservatory - V. Voevodin; Honored Artist of the Russian Federation, professor of Moscow Tchaikovsy Conservatory Yu. Tkanov and others.
The College provides a solid theoretical background and develops the natural talent of the individual. Social and human science within chair professors' efforts are aimed to form comprehensive and harmonically developed creative personality from culture and arts establishment graduate. The process of students' education comprises the development of spiritual, mental and physical abilities, formation of youth outlook and national consciousness. Senior students have pedagogical practice in comprehensive and specialized schools, and practice in translation - in leading organizations, industrial enterprises and commercial ventures of Luhansk city.
By the way, a great number of creative ensembles are also the pride of The College of Lugansk State Academy of Culture and Arts. Some ensembles exist for more than 50 years now. They are National song and Dance Ensemble «Luganskie uzory», chamber orchestra «Serenada», jazz band «Diksiland», sports choreographic ensemble «Talisman», drama studio «Otkrovenie», children's philharmonic «Rovesnik», choral ensemble «Blagovest», brass band, folk orchestra.
Another successful art institution in Ukraine is Kyiv Municipal Academy of Circus and Variety Arts is the only and unique of its kind higher educational establishment in Ukraine, which trains variety and circus professionals.
At first, there are four departments: circus, stand-up comedy, vocal and choreographic. The Academy is training professional artists in 12 specializations: circus acrobatics, circus gymnastics, single hand balancing, juggling, clowning, musical comedy, pantomime, illusion and manipulation variety singing, variety dancing, stand-up comedy and “puppets on stage”. So far, the students are immersed into professional atmosphere of a variety life from the very first days of studying.
During the years of Academy's existence a great number of prominent cultural and artistic figures have been lecturing at it, with famous circus artists, theatre and film actors, scriptwriters, directors, composers, famous choreographers and vocalists among them. The Studio of Circus and Variety Arts trains great numbers of artists, with seventy laureates and prize-winners of all-USSR competitions among them. Moreover, the students are given their lectures in the Central Club of the Armed Forces of Ukraine and in the Central Palace of Children's Arts, in “The Circus on the Stage” organization and in Palace of Culture of the Civil Aviation University, in Theatre on Podol and in Drama and Comedy Theatre on the Left Bank etc.
Today Kyiv Municipal Academy of Circus and Variety Arts is an established “cadre pool” both for the post-Soviet space and worldwide: its graduates successfully work in the leading circuses, theatres, variety shows and performances of the planet, a lot of them have become the stars of Ukrainian and Russian show-business, and a certain number of them lecture at their alma mater, transferring their art and experience to the next generations of young people who decided to link their fate with variety and circus. They become the absolute favorite of the most prestigious international contests and festivals. This period of the educational establishment's existence as an Academy yielded outstanding achievements - two gold, two silver and a bronze medal at Festival Mondial du Cirque de Demain in Paris, “Bronze Clown” at the Monte-Carlo International Circus Festival and a Silver Medal at the International Festival of Young Circus Artists in Wiesbaden, Grand Prize at the Illusionists Competitions in Spain, Latvia, Czech Republic, Russia, vocalists' victories at the song contests BENGIO Festival in Italy, at "Slaviansky Bazar" in Vitebsk, at "New Wave" in Jurmala, Latvia, at “Pisenniy Vernisazh”, all-Ukrainian Modern Variety Song Festival, “Chernomorski Igry”, participation of Academy graduates in “Eurovision” Song Contest.
In general, Kyiv Municipal Academy of Circus and Variety Arts is a synonym of creativity, high.
In general, both countries are progressing in art education developing and have organizations that provide gifted people with necessary education, prizes, and equipments. And the governments of both countries are ready to support these people economically. But, today this help is invisible.
