Organization, development and current situation of the document flow on tourism in the regions (based on the example of the Shaki-Zagatala economic region)

Abstract

Regional library-information activity cannot develop successfully only within the framework of that system. Establishing system interaction with other scientific information bodies is one of the most important conditions for proper organization of library-information and bibliographic service in a centralized system. This includes library-information provision in the field of tourism and document flow, which is the main component of the library fund. Nowadays, it is a well-known fact that even the largest library cannot meet the information needs of readers based only on its own resources and resources. Information provision becomes more effective when the most up-to-date sources are used promptly. We should also note that tourism is one of the developing fields of activity in modern times. The study of document flow is important in the creation, formation and development of information in this field. Conducting research on this topic is also of fundamental importance (Ismayilov, 2010a).

The use of e-tourism services is already widespread in most of the developed countries in terms of tourism. The places where people want to go on a tourist trip, the services there, etc. they get detailed information about it via the Internet, choose a place in the place they like and pay by electronic transfer. Providing high-standard service to tourists coming to our country depends on many factors. In this regard, the role of guides, guide-interpreters in the organization of tourism-excursion work should be specially mentioned. Excursion service is of great importance in the tourism sector. This service, in addition to being an information-informative and propaganda tool, also includes organizational, intermediary, trade, sports-entertainment, and in some cases operational-supervision activities.

According to the "State Program" (2004-2008) of the socio-economic development of regions in the Republic of Azerbaijan, our republic is divided into 10 economic regions. One of them is Sheki-Zagatala economic region (Ismayilov, & Ismayilov, 2007). The economic region includes Shaki, Gakh, Zagatala, Gabala, Oguz, Balakan administrative regions. Shaki-Zagatala economic region is located in the north-eastern part of the republic and with favourable natural and geographical conditions, natural resources contribute to the economic development of this region. has a positive effect. The economic region with an area of 8.96 thousand square kilometres covers 10.3% of the territory of the republic. According to 2017 data, the population of the economic region with a population of 616,800 makes up 6.5% of the population of the republic. The main part of the population lives in the foothills. The location of the region above sea level has created a foundation for the development of agriculture in the economic region (Mahammadli, 2022a).

Регіональна бібліотечно-інформаційна діяльність не може успішно розвиватися лише в рамках системи. Налагодження системної взаємодії з іншими органами наукової інформації є однією з найважливіших умов належної організації бібліотечно-інформаційного та бібліографічного обслуговування в централізованій системі. Це й бібліотечно-інформаційне забезпечення у сфері туризму та документообігу, яке є основною складовою бібліотечного фонду. Нині загальновідомо, що навіть найбільша бібліотека не може задовольнити інформаційні потреби читачів, спираючись лише на власні ресурси. Інформаційне забезпечення стає більш ефективним, коли використовуються найновіші джерела. Також слід зазначити, що туризм є однією із сфер діяльності, що розвиваються в наш час. Вивчення документообігу є важливим у створенні, формуванні та розвитку інформації в цій галузі. Проведення досліджень на цю тему також має принципове значення (Ismayilov, 2010a).

Використання послуг електронного туризму вже широко поширене в більшості розвинених країн з точки зору туризму. Місця, куди люди хочуть поїхати в туристичну поїздку, послуги в них тощо - вони отримують детальну інформацію через Інтернет, обирають місце, яке їм подобається, і оплачують електронним переказом. Забезпечення якісного обслуговування туристів, які приїжджають до нашої країни, залежить від багатьох факторів. У зв'язку з цим слід окремо відзначити роль гідів, гідів- перекладачів в організації туристсько-екскурсійної роботи. Важливе значення в туристичній сфері має екскурсійне обслуговування. Ця послуга, крім інформаційно-інформаційного та пропагандистського засобу, включає також організаційну, посередницьку, торговельну, спортивно-видовищну, а в окремих випадках і оперативно-контрольну діяльність.

Згідно з «Державною програмою» (2004-2008) соціально-економічного розвитку регіонів Азербайджанської Республіки, республіка поділяється на 10 економічних районів. Одним з них є Шекі-Загатальський економічний район (Ismayilov, K., & Ismayilov, N., 2007). Економічний район включає Шакінський, Гахський, Загатальський, Габалинський, Огузький, Балаканський адміністративні райони. Шаки-Загатальский економічний район розташований в північно-східній частині республіки та сприятливі природно-географічні умови, природні ресурси сприяють економічному розвитку цього регіону, що має позитивний ефект. Економічний район площею 8,96 тис. кв.км займає 10,3% території республіки. За даними 2017 року населення економічного району з чисельністю 616,8 тис. осіб становить 6,5% населення республіки. Основна частина населення проживає в передгір'ях. Розташування області над рівнем моря створило основу для розвитку сільського господарства в економічному районі (Mahammadli, 2022a).

Introduction

In modem times, the role of electronic resources has increased in addition to the traditional means of tourism-related propaganda, such as printed products, participation in international exhibitions, production of commercials. Excursions must be planned in advance. First of all, the must-see places, historical and cultural monuments that exist in each city and region should be determined, and information that can create a general picture of the region they are in should be conveyed to tourists. During the excursion, the tour leader should provide detailed information to the tourists about each monument, the place where the excursion is organized, and answer their questions. Excursion activities are limited during short-distance and short-term trips, and tourists can only get to know the historical and cultural objects of the destination. In such a case, information- informative and advertising-propaganda work prevails. Depending on the program and content of the organized events, guides play an important role in this work. The tour guide is the main organizer and executor of the event, he also acts as a translator when tourists visit any object or museum. Today, the quality of the excursion service is primarily determined by the qualification level, professional knowledge, experience, and organizational skills of the specialists working in this field. Large art galleries, specialized museums, exhibition halls, fairs and other tourism establishments use the services of qualified tour guides who know their work perfectly and document- information resources in this field (Gasimli, 2022).

The Sheki-Zagatala region has six urban areas with enough population scale and density that are capable of driving regional tourism growth: Gabala, Oguz, Sheki, Gakh, Zagatala and Balakan. These six urban areas account for 27% of the region's population and employment and are connected by the both the Baku- Balakan highway and north-south railway infrastructure. They all experience high levels of connectivity (70100%) to utilities such as electricity and telephone, but gas, water, and sewage connections lag. As highlighted, Gabala, Sheki & Zagatala urban centers have been identified as areas with a concentration of both population and employment. The comparatively dense populace is reinforced by educational and business support infrastructure that can easily facilitate programs aimed at regional tourism development (Bayramova, 2011):

- Technical schools in all every urban center;

- A University branch in Sheki with a strong English department;

- Regional airports in Zagatala and Gabala;

- Railway stations in Gabala, Balakan, Zagatala and Sheki;

- Business support services such as banking, legal, and consulting.

This report is not only about targeting urban areas with growth potential, but also recognizes that regional prosperity depends on the ability to develop areas of critical mass and scale that have the potential to develop the entire Sheki-Zagatala region. This study therefore prioritizes the urban locations of Gabala, Sheki, and Zagatala for flagship projects, but recognizes the need to stimulate tourism development in the smaller urban locations of Balakan, Gakh and Oghuz.

Research scientists Nadir Ismayilov and Zahida Rzayeva's monograph entitled "Organization, development and modern state of document flow in the field of librarianship-bibliography in Azerbaijan" state that "the study of document flow is the most important for assessing the current situation, trends and development prospects in a certain field. document flow in the library- bibliography field is based on the general legislation of information dissemination in society. At this time, the first problem is the increase in the volume of document flow, the second problem is the re-creation of documents during continuous growth, and the third problem is the distribution of information. All these problems are solved by studying primary documents. For the development of the document flow, it is necessary to constantly enrich it with new content and balanced (discrete) development. A long-term break in the flow of documents disrupts its structure and creates interruptions in the transmission of new information (Ismayilov, & Rzayeva, 2021).

As we know, the study of document flow is also considered a key element in the field of tourism. In order to effectively solve professional issues, a professional working in the field of tourism should know the assessment of document flow, development patterns and structure (Gasimli, 2022).

The Purpose of the Research. The main content of the article is the study of the flow of documents in the field of tourism in the Sheki-Zagatala economic region, the study of the current situation and development prospects. Comparative analysis, historical and sociological research methods were used during the research.

The main content of the research

In the conditions of independence of our republic, it is important to study and study the activity of each of the centralized greenhouse systems located in the regions, to establish their work on scientific bases, and to determine future development prospects (Ismayilov, 2005). Thus, in the modern conditions where the development of regions is given importance by the state, conducting scientific research in the field of regional librarianship and information, bibliography, bibliography, bibliography, the field It is of great importance to create a theoretical and practical base for research. As mentioned, the population and ethnic composition of separate administrative regions included in the Sheki-Zagatala economic region, which is one of the richest regions of the Republic of Azerbaijan, is also different. 77.7% of the total population are Azerbaijanis, 9.6% Avars, 5.3% Lezgis, 3% Sakhaurs, 2.3% Georgians and the rest is made up of separate ethnic groups. 33% of the total population of

Sheki-Zagatala economic region is located in Sheki, 22% in Zagatala, 19% in Balakan, 15% in Gabala, and 11% in Gakh region. Such issues are positive factors for the development of document flow in the field of tourism in the region. (Mahammadli, 2022a).

According to the Law of the Republic of Azerbaijan "On Library Work" on October 6, 2008, the "State Program for the Development of the Library and Information Field in the Republic of Azerbaijan in 2008-2013" was adopted. For the first time in the history of library work in the Republic of Azerbaijan, it is distinguished by its specific content, which shows the goals and tasks of the library work, the direction of development, financial sources, the planned development of the library service, financing by the state, the specific execution date of the work to be done and the executors. It is important as a document (The State Program, 2008).

The libraries of the Sheki-Zagatala economic region should first of all properly and promptly carry out the promotion of their country regarding the provision of tourism information. In these libraries, it would be appropriate to prepare various exhibitions and corners, consultation showcases, create a local history card file, hold presentation ceremonies, organize question-and- answer nights, conversations, hold conferences, and form local history literature funds in these libraries.

According to the results of the statistical examination of 2009, 134 libraries operated in Gabala region (Ismayilov, 1999). 13 of them - 9.7% were located in urban areas, 121-90.3% were located in rural areas. According to the conclusion, libraries in Gabala region make up 1.6% of national libraries, 0.6% of libraries located in urban areas, and 2.0% of libraries located in rural areas. As an example, we can mention that in the Centralized Library System of the Gabala administrative region, the following funds of local history literature on the library-information provision of tourism have been formed (Ismayilov, 2003). "The great leader Heydar Aliyev and Gabala", "Development of tourism in Gabala", "Ancient Gabala", "Gabala is the capital of Caucasian Albania", "The nature of Gabala", "People of Gabala", "General Polad Hashimov", "Gabala martyr" ri", "Ismayil bey Gutgashinli", "Gozel Gabala" etc. Thus, the above-mentioned local history funds of the Gabala administrative region have awakened to the role of complex scientific-theoretical local history sources of the region, acting as a communicative conductor of unique information tools that shed light on the past, present and future of ancient Gabala. (Mahammadli, 2022b).

In the Centralized Library System of Gakh administrative district, the following funds of local history literature have been formed for the purpose of promoting tourism: "Historical Gakh", "Great leader Heydar Aliyev and Gakh", "Modern development of Gakh and President Ilham". Aliyev", "Sheikh Shamil", "Nature of Kakh", "Kakh people", "Kakh martyrs", "Historical monuments of Kakh", "Ilisu", "Kakh forests", "Geography and climate of Kakh", "Kakh population" etc. These sources are of particular importance as invaluable information resources for researchers of the Gakh administrative region, local information seekers about the region, reader groups dealing with the complex directions of problems and perspectives of the region. The central library of the Oguz region, located in the Sheki-Zagatala economic region, was established in the 30s of the 20th century. The Centralized Library System in Oguz region has been operating since 1979 and has been successfully providing the population with library and information for many years. According to the results of the statistical examination of 2009, 68 libraries were operating in Oguz administrative district. In the Centralized Library System of Oguz administrative region, the following funds of local history literature have been formed for the purpose of promoting tourism: "National leader Heydar Aliyev and Oghuz", "Development of Oghuz and President Ilham Aliyev", "Martyrs of Oghuz", "History of Oghuz", "Geography of Oghuz", "Population of Oghuz", "Oghuz people in the 44-day Patriotic War", "Oguz forest", "Oguz farm", "Oguz nature", "Oguz past" etc. (Ismayilov, 2022).

On the electronic website of the Presidential Library, in the "Electronic projects" section, there is extensive information about the State Program on Social Economic Development of Azerbaijan Regions (2004-2008, 20092013, 2014-2018, 2019-2023). placed. The full-text electronic collection "Socio-economic development of Azerbaijan regions" compiled by the Presidential Library includes the full texts of all materials on the 4 State Programs, which envisage the socio-economic development of the regions, the further improvement of the living standards of the population, the increase of the level of employment and the dynamic development of the country's economy. Official documents, State events, Visits to regions, Bibliography are presented in four chapters, which are regularly updated on the basis of collective periodical press materials. In the "Bibliography" section, the bibliography of newspaper and magazine articles on the socio-economic development of the regions is reflected (Ismayilov, 2010b).
