The dissertation for a scientific degree of the candidate of economics after a speciality 08.00.05 - the development of productive forces and regional economy. - The NAS Ukrainian on study productive forces of Ukraine. - Kiev, 2008.

In work on the basis of research of regional interrelations revealed the basic criteria of allocation of territories in regions.

The element of the conceptual device of the theory of regional economy is specified. The concept "region" is offered for considering as socially - an economic subsystem of a public complex of the country, allocated by all attributes of complete system which are necessary for considering by development of mechanisms and tools of the government. The structural model of region which reflects the basic proportions and interrelations in its social and economic development is developed.

The essence and elements of the mechanism of management is opened by social and economic development of region and the choice of a programmatically -target method as core in the programmatically -focused management is proved; ordering of stages of domestic development of a programmatically -goals management and foreign state programming is executed; the basic preconditions of social and economic development АР Crimea as a whole and in a cut of its administrative and territorial units on the basis of an integrated estimation of a level of their regional development are investigated.

On the basis of the revealed proportions of regional reproductive process the model of an estimation of levels of differentiation of development of regions which has allowed to allocate regions-leaders and outsiders in АР Crimea is developed. The executed calculations have allowed to prove changes in the mechanism of redistribution of financial resources and acceptances of administrative decisions at the regional level, the differentiated approach to the organization of regional management in scales of republic.

The organizational model of the coordination center on formation and realizations of target programs is developed. The organization of such center will allow to avoid inconsistency in target programs which are developed and realized at different levels of hierarchy, to order financing regional programs, to supervise efficiency and productivity of their performance.

The supply with information of process of a programmatically -goals management by social and economic development of region by development of the passport of administrative-territorial formation which contains the information on 23 sections is advanced, characterizes the social and economic situation which has developed at present in region and in dynamics for 5 years. Filling of this document « on places » will allow to receive a precise picture and will add available statistical data by territorial formations.

As a result of research justified perspective directions of perfection of process of development and realization of target programs, methodical approaches to formation of target programs for different administrative-territorial formations; offered ways of perfection of a supply with information of process of a programmatically -goals management.
