This work will shortly examine the question of opportunity to correct specializations of regional economies and certain sectors of global economic system with the help of scientific and technical developments, discoveries and innovations.

Valuable characteristics of a build technology are its commercial attractiveness, high rate of implementation, its autonomy (absence of strong linkage to limited resources, which are controlled by a narrow community of persons, business groups or states). I would like to draw your attention to the fact that states (as well as business structures by means of state machinery) are actively using the mechanism of sharing R&D results (or suspend of sharing, reminding of Jackson-Vanik amendment) to regulate state and regional economies, but now we're examining the opportunities of individual influence of regional markets.

Any market researcher can tell you how to implement new goods into production and how to create false demand. For instance, one places an order for the product at the maximum number of enterprises (able to produce it) and in the greatest possible consignment volume, does advance payment if necessary and certainly doesn't buy it out - so the further product promotion in trade networks, advertising and other issues become the task of producers themselves.

Any of such systems being a business project must contain the “non-return point” (as guillotine - the blade falls very quickly after you pull the lever and nothing should stop it). Modern combat missiles are created using the same principle: “shoot and forget”, and with the 99,99% percent probability the missile will hit the target.

One more characteristic is availability of development works for small and middle business (and even home-made production by one person), including its maximum price reduction and impossibility of its' «blockage» by economical, political, technical, juristic, psychological and propagandistic, military and other means, for example, impossibility of its' classification by state bodies, because the information is already “compromised” as state secret, for example, it's known abroad. And there state interests can oppose person's interests (including businessman ones). A postulate by V. Lenin saying that “for 300% income a capitalist will declare a war” will help us to deal with the task.

Developed technology if possible should always get international patent, but it must be “open”, it means available for using by all interested people for free. This will protect the technology from patenting or being blocked by anyone else. Before one presents information about a development to target audience, one should use PR, advertising and propaganda methods to prepare arguments enhancing attractiveness of product and preventing negative perception. To speed the process of getting the information by target audience one may use also networking methods.

As you have already guessed, posting this work at open, popular and competing sources also represents an example of non-system control. In spite of the fact we don't use the term “crisis”, here we describe one of technologies of scientific-technological crisis (in broad interpretation) creation and its transferring in area of economy.

Please pay attention to the fact that many technologies are “closing” ones in regard to previous ones (or existing at the time), and some just create new sphere. The Internet exists along with radio and television, but “film” photo cameras went away when digital ones appeared.

Sometimes it makes sense to concentrate on supplementary (at this stage) developments, which will later become crucial ones. For instance, while examining the question of developing a self-copying 3D printer the decision was made to concentrate on expanding the assortment of consumable materials and on creating the set of “consumables” with unique qualities. For the company that was specializing in chemistry production sphere these decisions improved the odds to monopolize market. To imagine what self-copying systems are like, look at the table of 64 cycles of previous result doubling (each printer makes only 2 its' copies). If one printer spends one day to create two its' copies, then at the outset everything will go slowly - the first thousand of printers will arrive only at the end of the 10th day (of 64 days), the first million - at the end of the 20th day, the first billion - at the end of the 30th day. The first trillion with appear at the end of the 40th day…

Let's take a look at one more example. The following message appeared at open sources some time ago:

If to unite this program with a network self spreading module (like a virus) then during several months it would install on hundreds of thousands of personal computers around the world. Besides, program can define the language of the user and use suitable - an English, French, Chinese, Spanish, German, Russian or Arabic".

As we can see, the issue informs us about program creation and opportunity to create a virus program on its basis (such opportunity is demonstrated for interested persons). The author takes responsibility off himself, because the information has already spread and there is no sense in blaming him, in case he launches such virus there is a hypothetical opportunity to put responsibility on “unknown attackers”.

Earth population speaking the mentioned languages amounts 3 billion people. The number of attacked end user stations (PCs and others) may reach nearly … millions, which approximately corresponds to … million users. The main direct consequences will be increased demand for educational services at all levels, rise of professional level and mobility of most working class, means “flowing” away from certain spheres of economy to other ones, etc.

In case we plan to “warm up” certain regions we need just to use respective languages. Even simple publishing of such information at authoritative sources with expert affirmation (that also can be organized) can under certain circumstances influence stock-exchange markets greatly.

And now let's return from heaven to earth. See the following example.

Automatization of cryptographically secure encryption using Verrnam method.

MATERIAL PROVISION - 2 or more tablets without Wi-Fi and Bluetooth (with switched off Wi-Fi and Bluetooth modules, only with USB/mini USB), with minimal level of side electro-magnetic radiation, on Android.

SOFTWARE - 1. Random 2-digit numbers (from 01 to 40) generator creates a file-base which is copied to the second (or more, depending on network participants' number) tablet.

The file-base consists of enumerated from 00001 to 99999 fragments, each of which contains 200 two-digit numbers from 01 to 40.

2. Operator gives (preferably not successively) letters of alphabet, numbers and punctuation marks/special symbols from 00 to 60 (40 plus 60 will account for 00, not 100), and these values are duplicated on the second tablet (or more, depending on network participants' number).

3. After the text has been entered, it is encrypted by the program by symmetric encryption (Verrnam encryption) method and appears on the screen in the form on 5-digit encryption groups (the last not full encryption group is completed with symbols ***). А spot from a file-base (set of fragments) that was used for creation of encrypted text is marked by unique ID, connected to this text and isn't used anymore.

4. Operator manually transfers the created encrypted groups in the text file on a stationary computer with access to common network/networks, the file is encrypted by 2 other programs and then sent to recipients.

Note.

1. As long as there is a risk for sites-sources of a program to be “broken” and for random numbers' generator in a program to be changed to short pseudorandom numbers' generator (which will ensure frequent repeat and compromising of a “closing segment”), sites-sources of a program must be strongly protected and located beyond country/region-recipients' borders.

2. For hieroglyphic written language encryption a generator of random 3-digit numbers from 001 to 400 is used, what allows to encrypt 401 symbols (fragments of hieroglyphs, punctuation marks or special symbols).

For instance, if, using English letters:

After summation with the set of random double-digit numbers from the base, for example: encryption commercial technical

Encrypted text will look like:

After division to 5-digit encrypted groups the text will be the following:

31285 55765 20054 86670 4148.

(Verrnam encryption, or One-time pad -- single-use notepad scheme) -- a system of symmetric encryption, introduced in 1882 by F. Miller and developed for the second time in 1917 by Gilbert Verrnam. Verrnam encryption is the only encryption system with proved absolute cryptographically secure resistance. Moreover, it is one of the most simple cryptosystems).

After formulating the technical specification the developer tried to examine the situation with mass free spreading of this complex on all the main world languages and concluded that the situation will lead to decline of controllability regarding social, political, economical and other processes in all the countries of the world, including increased activity of organized crime, terrorist and extremist groups, etc.

During communication with a specialist experienced in work with cryptosystems, the developer have outlined in detail the complex he invented and have asked to comment on it. He was surprised to hear how shortly but thoroughly a staffer of Special service has identified all the benefits and shortcomings of the system, proved workability of the complex and LOST ANY INTEREST TO THE TOPIC. The whole following week the developer was anticipating for someone to push him under a car or under a train in metropolitan, but then, being still alive, he understood “they” aren't interested in the stuff, “they” aren't afraid of such scenario development, thus they have something to counterpoise the problem.

If you haven't met some issue in open literature, that doesn't mean scientific centers of state structures and big corporations hadn't already examined the issue.

Solutions for certain situations can often be found in most unexpected areas. After Crimea's reunification with Russia prices in sphere of tourism and service (accommodation in hotels, camping and private houses) began to grow and prevent tourists from Russia to choose this direction for a trip. To change the situation, among other it was suggested to launch production and mass sale of cheap bicycle-houses in Crimea and to organize relevant infrastructure. Even not so big offer of this good will set the pricing level for all types of accommodation for tourists (direct and indirect competition).

Having examined the mechanism of possible correction of specializations in regional economies through R&D, we can conclude that:

1. Not only such correction is possible, but it's regularly implemented by states, business structures and private persons. For such situations governments and business communities have set of tools to safeguard national and regional economies.

2. Nowadays many tools are developed allowing to fasten research works and realization of R&D - Inventive problems solution theory (IPST), Common theory of systems (CTS), Scientific governing organization (SGO) and others (see «The manager as a teacher: selected aspects of stimulation scientific thinking»).

3. All these facts prove conclusions of futurologists about our civilization acceleration and increased quantity of “bifurcation points” in system, what in a whole indicates growth of civilization instability.
