Conclusion
The pandemic of 2020 had enormous epidemiological, welfare, social and economic consequences, but ultimately it did not have an immediate impact on the conduct of international affairs. The neo-revisionist trend in Russian foreign policy has been confirmed, reinforced by the long-term shift away from the expansive liberal internationalism pursued in the early years of independence towards sovereign or conservative internationalism. This type of policy is redolent of nineteenth century practices, and hence it is hardly surprising that the Russian elite today defend a nineteenth century type of liberalism. This understandably puts Russia at odds with the radicalised post-Cold War universalism advanced by the Atlantic power system, and even more against the expansive exceptionalism advanced by the US. In conditions of entrenched stasis Russia moved towards alignment with China, creating an incipient new type of bipolarism. However, Russia has not repudiated its commitment to its long-term vision of multipolarity, enunciated in particular by Evgeny Primakov in the competitive coexistence phase of Russian foreign policy in the second half of the 1990s. To this end Russia affirms its civilisational specificity and seeks to maintain its autonomy as a centre of regional and global power. Relations with the component parts of the Atlantic power system remain strained, and because of the intensification of information warfare, the impasse has in fact deepened. The shock effect of the pandemic was not strong enough to undermine the foundations of the stasis in international affairs, and in practice only deepened divisions and great power alienation along the East-West divide. There is no clear exit route out of the impasse.
