Managerial personnel reserves: from patronage to meritocracy

Conclusion
The appointment to the position of the state civil service (including the position of the head) is possible only in accordance with the current legislation - both by competition and out of competition (including from the personnel reserve). Consequently, in case of necessity for appointment to the position of the civil service or election (for example, to the position of head of the municipal district), the individual included in the managerial personnel reserve will be forced to go through all the procedures established by law, including competitive ones. One of the solutions to this problem in the sphere of civil service may be amending the legislation on the state civil service regarding the possibility of appointment to civil service positions taking into account the fact that a citizen is in the managerial personnel reserve. For example, a person included in such a reserve may be appointed to any civil service position, subject to its compliance with established qualification requirements at the time of appointment.
Finally, another important task that can be solved in the process of improving the legislative regulation of issues related to reserves is the use of various personnel competitions to create reserves. First of all, it concerns the All-Russian competition The Leaders of Russia, but equally regional management competitions as well.
It should be noted that part 2.1 of General concept for managerial personnel reserve laid the foundations for the implementation of such an opportunity: “The managerial personnel reserve can be formed taking into account the participation of candidates in the managerial personnel reserve in special programs, projects and activities implemented at the federal, regional or local levels in order to identify and develop the personal and professional development of promising managers. By the decision of the subject of formation of managerial personnel reserve, the results of participation in such programs, projects and activities can be taken into account in the final assessment of candidates for the managerial personnel reserve at the appropriate level”.
Thus, at present, the legal framework has been formed and successful pilot projects are being implemented to improve the quality of work with personnel reserves in the civil service and with the reserves of managerial personnel based on more systematic application of meritocratic principles. And these conditions should be used.
