Annotation

Amanov I.A. Pandemic as an opportunity: developing China's digital diplomacy

The article examines the development of China's digital diplomacy in the era of the COVID-19 pandemic. The pandemic has made great changes in the usual life of humanity, forcing everyone to move to self-isolation and the use of alternative means of life. The author examines issues related to the political system of the People's Republic of China, its features that influenced the development of foreign policy in general, as well as the concept of digital diplomacy, its place and role in Chinese foreign policy.

The theoretical basis of the work is the works of leading Western and Chinese political scientists, as well as scientific articles by prominent specialists in digital diplomacy. The conducted research aims to determine the role and future use of digital technologies for diplomatic relations, by analyzing the activities of the PRC's foreign policy bodies in the current situation and the post-image era.

The peculiarities of the political system of the People's Republic of China have largely become decisive in foreign policy activities, in particular in digital diplomacy. Researchers define the Chinese political model as deliberative democracy, meritocratic democracy, soft authoritarianism, and the Chinese themselves - the democratic dictatorship of the people. The rapid development and widespread use of information technology has allowed China to adapt to the trends of the new era of international relations. Information and digital technologies are relatively convenient in terms of costs, they allow you to quickly contact the right addressee, but with greater responsibility, since contacts have become transparent.

At the same time, the country's authoritarian regime, which has established strict control in the digital sphere, creates a contradictory image of the People's Republic of China. The Chinese leadership has established strict control over the flow of information, and the actions of the Chinese Foreign Ministry on world social networks, which in the West are called diplomacy of wolf warriors, also raises questions about the observance of international law and international rules of communication.

Thus, digital diplomacy, which has its advantages and disadvantages, remains a small part of public diplomacy and cannot replace traditional contacts and connections.
