THE PROGRAM “SAFE CITY” AS A TOOL OF SOCIAL SECURITY ARRANGEMENTS IN MODERN CITIES

Abstract

In the article the essence of security in a modern city is described, hardware and software application “Safe city” as a tool to ensure the safety is represented, its purposes are defined, the advantages and problems of its implementation are identified, the directions of the project are presented.

The modern city is a complex multi-level structure. It consists of many subsystems that function and interact with each other.

Modern conditions dictate us the need to create a new generation of security systems that serve to prevent emergencies. Systems that will carry out constant monitoring of the urban infrastructure and conduct constant monitoring of all events.

The relevance of measures to ensure public safety, law and order and the safety of the environment is due to the presence of various kinds of threats to the entire habitat of the population.

Hardware and software complex "Safe city" is currently the only tool to ensure the safety of the population. The program "Safe city" is a set of tools and organizational measures to ensure security, and for the management of housing and communal services and other facilities. It helps to quickly identify and respond to all kinds of situations, as well as to take timely measures to eliminate their consequences. public safety environment population

Through agribusiness Executive power receives maximum detailed and timely information on cases related to the security of society, compliance with laws and regulations. Local self-government bodies shall assist public authorities in ensuring public security.

The purpose of the complex - to predict threats to track the current extraordinary events, it is possible to prevent a menace to society situation. Another task is to improve the efficiency of the offices responsible for the protection of legal order.

The "Safe city" program is:

• round-the-clock monitoring of the situation on the streets and objects of the city in real time;

• maintain video and audioarchive, documenting the events

• security and fire alarm system (provides fire safety of buildings, residential and industrial premises);

• creation of a single emergency call center "112" (unified dispatching service on duty)

• General house and individual resource counting system (allows you to control the quality of the supplied resource and take into account the consumption of the supplied resource);

• automatic notification of an emergency.

Implementation of the "Safe city" program allows:

• maximize safety on the streets and roads of the city;

• to cover the main highways of the city, intersections, places of public events

• better traffic management in the city;

• improving the efficiency of operational services;

• resolve disputes more quickly and reasonably;

• effectively combat criminal and terrorist threats;

• monitor the situation in the courtyards of apartment buildings, entrances, elevators and attics.

Subsystems of "Safe city" complex":

• Security of population and municipal infrastructure;

• Transport security;

• Ensuring environmental safety;

• Management of the operational situation in the city.

Features of the program:

• Complexity: all systems should be focused on the solution of the main task;

• Integrity: the system is designed and improved according to a single plan;

• Practicality: the system parameters allow to solve the problems of public safety in the urban environment;

• Promptness: information is transmitted immediately to a single center for decision-making;

• Universality: the results of the system can be used by both city services and administration.

"Safe city" is able to independently process information when receiving a signal from the sensor, to assess the criticality of the situation, to automatically inform the responsible persons, to display the video on the screen of the person on duty on the object.

The complex of "Safe city" includes housing complexes, communal sector, places of mass gathering of people, as well as the establishment of pre-school, secondary and higher education. As an addition can be included airports and railway stations, trains and subway cars, motor transport system and more. Thus, "Safe city" unites all areas of security and housing and communal services in a single digital space.

As in any field, the program has its own problems. Many people do not realize the scale of the tasks that have to be solved. There is no single plan that would describe in detail how to build systems, and cannot be on the scale of such a large country.

Another problem is financing. Financing and resource support of measures for the construction and development of the Safe city complex is carried out at the expense of the Federal budget, the budgets of the constituent entities of the Russian Federation and local budgets. However, they are often lacking.

No less important is the personnel problem. Due to the fact that the salary of employees is small, it is difficult to attract qualified specialists.

The implementation of such projects is accompanied by technical difficulties. AIC "Safe city" should be an integration platform capable of combining data from a variety of systems. But this is not always understood.

Very often there are problems of interaction with public notification systems. In most regions, these systems are very outdated, but work on their modernization is already underway.

Another problem is poor quality equipment. Because of the small funding creators try to buy the cheapest equipment.

Also, do not always take into account weather conditions. But strong winds and rains can become a hindrance for photo and video fixation.

Another problem is institutional fragmentation. Each Department has its own standards, including information systems. Therefore, in the regions you can still find such systems that are built on outdated platforms. Much has already been done to overcome this disunity, but problems still arise.

The program "Safe city" was approved by the Order of the Government of the Russian Federation dated December 3, 2014 № 2446-p

This program is implemented in certain municipal districts in a strictly prescribed manner as part of the integrated security system of the Russian Federation.

To create AIC "Safe city" the contractor must perform work on the purchase of equipment, software, installation and commissioning.

The national program "Safe city" is actively implemented in our country and is aimed at maintaining public order. At the moment, subsystems of the hardware and software complex "Safe city" are deployed in 80 subjects of the Russian Federation. The program covers more than 750 settlements.

Consider the implementation of this project on the example of the city of Vladimir. On the official website of the city administration of Vladimir

(http://www.vladimir-city.ru) and administration of the Vladimir region (https://avo.ru) several directions of the project "Safe city" are presented. This video surveillance, prevention of drug addiction and terrorism, anti-corruption.

1) In December 2016 new video surveillance cameras were installed in the citystreets and squares. Now anyone can go to the official website of the administration of the city of Vladimir and see the broadcast from the city streets in the online format around the clock.

Now online broadcast on the website of the administration can be seen from the cameras at the intersection of Gorky street and Mira street, Victory Square, Theatre square, with 3 cameras on St. George's street and 3 cameras on Spasskaya street. Also controlled are entrances and exits from the city, the main highways and squares.

In the yards, entrances, elevators and attics of houses are increasingly installed motion sensors. Motion sensor is the main and most common application in intelligent video surveillance. It allows you to reduce the amount of stored information, i.e. only the video information on which the changes occur is saved.

For 3 years about 30 million rubles were allocated from the budget for the program "Safe city". About 500 video cameras are installed.

3. in the direction of "Anti-corruption" contains regulations in this area,guidelines and memos, action plans to combat corruption, as well as feedback from the public, where there is a helpline and Vkontakte page. The information obtained is recorded in the register of citizens ' appeals on corruption. On the website of the administration of the Vladimir region there is information about the income, expenses and property of civil servants and heads of public institutions.

Conclusion: this article raises the problem of the need for the development of the program "Safe city". This program allows to increase the level of security of the population. It justifies the money spent on it, because it is universal, can be infinitely expanded, improved and serve for the benefit of society. Of course, the complex does not cover the entire territory of the Russian Federation and does not include all possible subsystems. However, the projects are developing, and there is every reason to assume that over time the territorial coverage and the degree of integration of such systems will only grow. By 2020, it is planned to complete the creation of hardware and software complex "Safe city" in all cities of our country. According to approximate calculations, the regional budget can receive about 600 million rubles a year from the work of the system.
