Linking science and strategy: challenges and opportunities for using technology mining
Overview of the development of technologies as a basis for economic growth. Development approaches for linking science and policy through the use of production technology to data sources, indicating S&T development and implementation of STI policies.

The focus on full text will help to enrich TM analysis of phrase co-occurrence with facts retrieval. Apart from trends based on statistics of occurrence various patterns based on linguistic rules and supervised machine learning will be identified in the text. For example, for the quantitative trend of the rising amount of R&D of “perovskite solar cells” and their power conversion efficiency it is important to retrieve facts to related to their evolution and future predictions. That can be technology evolution moments or milestones, such as history of spotting electrochemical properties. Furthermore, those facts may be related to various drivers, barriers affecting R&D or predicted effects and market evaluations. All of the retrieved facts aim at adding the background to various quantitative trends spotted with TM.
Furthermore, the deeper semantic layer is to be added to TM analysis to both employed and not yet exploited data sources, including full texts of STI-related documents. That involves the development of sophisticated ontologies related to S&T development of research areas that cover relationships between R&D, technologies, products, markets, key stakeholders, drivers, barriers, major effects, grand challenges and many more in a semantic model. Due to high level of complexity of such formalized semantic models, first ontologies will be built based on the statistics of relationships of phrases and S&T topics from the analysis of data sources, such as scientific publications, patents, grants. Once first rough model is ready, further development will be made in coordination with experts from various research areas.
All of the points described will allow collecting as much information as possible related to S&T development and all supporting STI policy instruments. That will create enough evidence to integrate all the data into the different layers of the roadmap, such as R&D, technology, product, market, policy and some extra layers like drivers, barriers, challenges. Data from future-oriented documents will fill the roadmap, while monitoring of S&T development will demonstrate the current progress leading to more profound linkage assessment between Science and Strategy.
