Abstract

This study is to propose the Safety Experience Center where you can create a space where you can experience a virtual disaster, learn how to survive, and find alternatives that can increase your viability the most. In order to remember and commemorate the tragedy of the “Sewol ferry,” in which many students were sacrificed, and to raise citizens' safety awareness, we plan to propose a safety experience hall.

Introduction

As a result of a survey of 13,000 citizens in Mokpo City regarding the installation of the Sewol ferry's high-passage, about 6% of the total population of Mokpo participated. Creation of a space for life, safety, and education, utilization of new tourism resources, and the area near the hull salvage were cited as the reasons for the support. He also emphasized that citizens at the time should put emphasis on safety education/experience infrastructure expansion, commemoration/memory space, and linkage development of the high-pass along with the installation of the high-passage of the hull. Based on this survey, we intend to conduct research by linking the Safety Experience Center with the `Sewol ferry' in order to prevent the recurrence of social disasters by using idle land around the site where the `Sewol ferry' is to be docked.

Need of Memorial center for `Sewol Ferry'

The `Sewol ferry' was mounted on the steel pier of the Mokpo New Port in a vertical direction with the sea, and the cabin part of the `Sewol ferry' was mounted in a shape where the car pier and the bottom part of the hull face the coal pier. The Ministry of Maritime Affairs and Fisheries originally intended to mount the `Sewol ferry' parallel to the sea at the end of the pier, but it was decided to mount as it is for the sake of risk deformation of the hull. On August 18, 2020, the Mokpo Goha-do New Port hinterland was the final destination was confirmed. In July 2020, Mokpo City conducted a survey on 13,000 citizens regarding the installation of the Sewol ferry's high-passage. As the survey of about 6% the total population of Mokpo, 74% were in favor of the installation of Mokpo. Creation of a space for life, safety, and education, utilization of new tourism resources, and the area near the hull salvage were cited as the reasons for

the support. In addition, citizens at the time emphasized the installation of the hull overpass, the expansion of safety education and experience infrastructure, and the creation of a memorial and memory space.

Selection of Site

Currently, there is no safety experience center in Jeollanam-do, but among them, the' Sewol ferry' was found as a material related to safety. Among the Jin-do, where the accident occurred, and Mokpo, where the `Sewol ferry' is currently docked, the final destination was Mokpo, Jeollanam-do, where the `Sewol ferry' will be fully docked and more people can visit geographically.

Site Analysis: The concept of axis was introduced as a motif of the center.

Mass Design Process: Based on the axis and massing design concept, mass layout of center is planned.

Zoning Alternative : Zoning plan considering the internal horizontal and vertical movement lines.

Integrated Design & Safety Design

A plan is prepared by applying open space, structure, equipment & evacuation, safety and barrier-free design planning methods for the selected layout plan.

Open space consultation

In the outer space, a water space was planned with the sunken plan to make it a resting space, and the natural mobility was reinforced by arranging the arrangement of the basic landscape in accordance with the movement direction.

Structural consultation

After analyzing various structural systems, ramen structure was adopted, and columns, foundations, and beams of appropriate member size were determined through consulting.

Mech. & Elec. Consultation

A reasonable plan was made by consulting on the size and location of the mechanical & electrical rooms and the duct plan of each floor.

Fire Escape: In case of emergency, a plan was prepared to prevent the spread of fire and to promote safe evacuation according to architectural safety related code.

However, in terms of planning, the level difference was used to facilitate the movement of light and wind to create a pleasant environment. Introduced passive design technique for eco-friendly and energy efficient building design

Energy saving design

It actively introduced lighting, regulated sunlight through louvers, produced electricity through solar power generation, and improved the effect of rest and insulation with a rooftop garden space. The active element was a solar panel, a total heat exchanger, and a dimming control system.

Proposal Design

As a result of study on the above, here I propose the Memorial and experience center for `Sewol Ferry'.

The conclusion

The Memorial Center is one of the most important facilities that are indispensable in these days when the frequency of disasters is increasing. Nevertheless, youths and citizens who lack safety awareness are not able to respond when accidents occur and many are victimized. Therefore, we aim to provide a reminder and awareness to people by linking with the `Sewol ferry', an accident that has suffered significant damage due to a relatively recent lack of disaster response capabilities, by conducting virtual disaster experiences on a regular basis to prevent and respond to the risks of various accidents in advance. Design was carried out. A cultural space that residents can use, an experience space related to maritime safety, and a memorial space related to the `Sewol ferry' so that they can visit on a regular basis rather than a one-time event. The space was divided with these three spaces as the main focus. In terms of design, a space was formed using several axes related to the `Sewol ferry', and a memorial space was planned where the axes intersect.
