The problem of improving the competitiveness of the nation, building the intellectual and creative potential of professional mobile professionals insistently nominated in the category of the most urgent tasks of the modern Kazakh society. It is connected with the necessity of modernization of education in line with the new goals and objectives of the development of the Republic of Kazakhstan.

Today, higher education, broadly understood as an organization, the institutional framework, the community - actualizes the problem of the quality of education and vocational training. This interest is due to changes in the level of training, which should be ready by the repeated change of professional activities. While mastering the different skills and abilities should be done in the shortest possible time and with minimal effort. This involves the ability to actively develop new activities, which in turn is associated with the ability to self-education and lifelong learning. With such a goal can only handle innovative education, whose main objective is the preservation and development of the creative potential of the individual. It should be noted that at the present time, teachers and psychologists has been an increased interest in the formation of students' creativity. This is explained by the urgent social need creative, competitive professionals. Hence the revision of theoretical positions on the nature of creativity, art, diagnostic criteria of creativity and mental capacity in general, being sought sources of creativity, the conditions that promote the development of creative potential, etc.

For the implementation of creative activity, a set of personality traits that together and represents the creative potential of the individual. It is a complex, integral concept, which includes natural and genetic, social, personal and logical components, which, on the one hand, laid down in the human genetics, on the other hand, can be formed and developed over a lifetime. From a pedagogical point of view, the concept of positive creative potential can be seen as a combination of knowledge, skills, abilities and aspirations of man to transform the world in various fields within the universal norms of morality and ethics. In the process of formation and development of the qualities of the person should recognize the primary and secondary creativity. Primary creativity involves achieving a state of "creative inspiration", "elation", in which creative ideas can emerge. Secondary creativity requires sharing the results of "creative inspiration" to the stage of completion of product creation. For the formation of primary creativity necessary qualities are: development of imagination, mental-emotional outburst, creative reflection, etc. And in order to achieve the status of secondary creativity to these qualities must be added professional knowledge "toolbox", a thorough knowledge of the case, as well as hard work, dedication and will power . Therefore, the process of formation and development of the creative potential of the students must take into account these characteristics of primary and secondary creativity.

Scientist interested in the position to use V.Ivanov concept of two levels of intellectual development and the emphasis on human capacity building in training to take account of the dynamics of its development, and, given the progress achieved and to predict and plan future. In short, it's about promoting the full internal forces - intellectual and creative, emotional, and volitional. After all, the potential manifested being felt best when placed in front of a student challenging but feasible task. In this regard, the basis of the educational process should be considered as student activities, mobilize its intellectual-creative, willpower, emotional experiences.

Considering the competitiveness of the future expert, it can be argued that it is determined not so much professional as individual personal component, that is, a set of stable individual properties consisting of abilities, traits, needs, and conditions that allow to operate productively in professional activities.

As an integral component of the competitiveness of the individual characterized by the following parameters: the ability - clarity of purpose and values, creative attitude, psychological plasticity, independence, ability to take risks, the ability to be a leader, tolerance, character traits - hard work and the desire for continuous self-development and continuous growth of the professional , state - congruent stress.

Let us consider the abilities, traits and states that define the essence of competitiveness.

Ability to anticipate a useful result, the integrity and orientation behavior of the subject, that is, setting clear objectives, determined by the ability to plan, evaluate, and make adjustments to the results of the proposed activity and the presence of a motive to achieve success and motivation of professional activity.

Sharpness value orientations - the ability to differentiate objects of reality on their significance. Development of values and meanings defined: the ability to assess their abilities and realize my product, the ability to send their reflections on the professional actions, errors, etc. In the optimistic view, intellectual erudition - stock of current knowledge, flexibly applied to solving professional problems, occupational forecasting - the ability to anticipate the situation before it is completed, professional orientation, which determines the content side of values.

Creative attitude to the ability of the active-positive interaction with reality and the development of creative personality, provided the intellectual and motivational sphere of the mind, which include motivational readiness, reflection and creative thinking.

Ability of the subject to change the planned program activities in terms of its objective requiring adjustment (psychological flexibility) can be formed, focusing on the development of the intellectual sphere (the ability to analyze, to be creative, critical, system, mobility, efficiency), emotional development (the ability to control their emotional state and respond to the changing objects of emotions), the motivational sphere (flexible professional reasons).

Independence and the corresponding ability to independently develop and defend their own positions include: self-esteem and the presence of low levels of social anxiety, the ability to overcome internal and external obstacles to the improvement of purposeful activity, communication skills, awareness of choice, freedom of thought and opinion, positive "I- concept ", including a positive self-perception and satisfaction with their profession. Ability to take risks, that is the appropriate action in a situation of choice under uncertainty of the outcome of events that determine the high level of quality which to go for a motivated, calculated risks, driven by professional different situations.

The ability to be a leader, make responsible decisions, to organize joint activities staff, regulate relations between people depends on individual psychological characteristics of teachers, psychologists, in particular, extra - or introversion, creative thinking, characterized by originality and selectivity of communication skills, to organize and supervise time and space communications. An important component of competitiveness is the tolerance as the ability to interact productively in a situation of ideological competition, distinct ideas, values, reference systems (the validation), subjective realities, etc.

The desire for continuous self-development determined by the development of self-awareness, self-knowledge, self-observation, self-education, self-actualization (the desire of man to the fullest possible identification and development of its features).

Need to develop the skills that are necessary and sufficient to achieve socially acceptable performance in their chosen profession, is realized in the pursuit of continuous professional growth.

Integrated state of the individual, characterized by consistency on all sides of the psyche responsible for the social experience and behavioral responses, defined as a congruence. Great importance in its formation is the development of reflective processes, the ability to assess their capabilities, realize themselves individually.

Of particular importance for the future of the professional component of competitiveness is as stress, that is, stable mental state characterized by the occurrence of optimal neural processes, and emotional stability. Ability to manage negative emotions can reduce the severity of emotional tension, helps create emotional comfort and professional wellbeing.

To ensure the accelerated development of human education system should use bases assessments "of the future", which suggest that the social norms of the quality of education should be based primarily on the construction of predictive models of open education, providing free and comprehensive development of man. One of the best ways to advance is to give each student a special information card on subjects taught, which is a guide for him to proceed on the assimilation of the course. Deserves special attention and stronger volume of training tasks. It is necessary to pay attention to one important feature: if the educational and learning process in any educational institution should outperform today's training requirements for people to live and work (and it is - an axiom), it is necessary that the process of training future teachers ahead of these requirements even more so with great anticipation period. It is, thus, a kind of "double-anticipation" in teacher training - only in this case, you can count on the successful implementation of any qualitative changes in the education and teaching science, which by their very nature, forward-looking. Thus, the driving forces of innovation processes in higher education in Kazakhstan, are adapting to the internal labor market, and with the desire to enter the world education system as a full member. Need a constant adaptation of educational programs to the demand of the labor market. Quality criteria laid ready for practice and real competitive graduates.

Therefore, education, and education should not be reproductive and productive and should be directed to the formation of the new man, active, creative, possessing information and communication technologies, able to mobilize and present yourself and your professional and creative skills for a competitive specialist.
