Abstract
The article reveals the specifics of creation, content, functions and value of the electronic information and bibliographic resource "Outstanding Educators of Ukraine and the World" of V. O. Sukhomlynskyi State Scientific and Pedagogical Library of the National Academy of Educational Sciences of Ukraine in a comparative dimension with similar Ukrainian and foreign electronic biographical resources. The goals of the development of the electronic biographical resource have been formulated; the specifics of formation of its content and structure have been characterized; the importance of electronic biographical resources in the domestic and foreign educational and scientific space as a component of digital humanities has been substantiated. The influence of the use of electronic biographical resources on public opinion and on a person in the educational dimension has been investigated. It has been proven that in the context of the digital transformation of the scientific sphere and the integration of the Ukrainian education into the European educational and scientific space, the development of electronic information and specialized bibliographic resources, dedicated to well-known personalities in the sphere of education, history and culture, got significant repercussions. We have substantiated why the electronic resource "Outstanding Educators of Ukraine and the World", containing information about Ukrainian and foreign educators and public figures, is a unique specialist resource without analogues. It is a significant contribution to the development of digital pedagogical biographics and it makes it possible, through the prism of scientific biographies, to trace systematically the development of the Ukrainian and foreign education, pedagogical thought in both macrohistorical and microhistorical dimensions and to contribute to the restoration of the national pedagogical memory. The representation via the electronic resource of the generalized knowledge about the humanistic ideas of the Ukrainian and foreign educators and public figures of the past is of great importance for education in general, in particular for pedagogical education in Ukraine, namely in the system of professional training; it is a source of formation of a pedagogical worldview in students who will be teachers in the future, increasing their spiritual culture in the face of global civilizational challenges. We have revealed that the information and bibliographic resource requires further updating, taking into account the new achievements of the Ukrainian and foreign historical, educational and biographical studies and the latest information technologies. The priority tasks for improving the electronic resource have been identified, in particular: the prospects for the content and the ways of updating information and making qualitative changes in the functionality of the electronic educational resource.

У статті розкрито особливості створення, зміст, функції, значення електронного інформаційно-бібліографічного ресурсу «Видатні педагоги України та світу» Державної науково-педагогічної бібліотеки України імені В. О. Сухомлинського Національної академії педагогічних наук України у порівняльному вимірі з аналогічними світовими та українськими електронними біографічними ресурсами. Виявлено причини, сформульовано цілі розроблення електронних біографічних ресурсів; схарактеризовано особливості формування контенту ресурсів, їх структури; аргументовано значення електронних біографічних ресурсів у вітчизняному та зарубіжному освітньо -науковому просторі як складника цифрової гуманітаристики. Досліджено вплив використання електронних біографічних ресурсів на суспільну думку та людину в освітньому вимірі. Доведено, що в умовах цифрової трансформації наукової сфери та інтеграції української освіти до європейського освітньо-наукового простору набуло значного резонансу розроблення електронних інформаційно-бібліографічних ресурсів галузевого спрямування, присвячених відомим діячам освіти, історії, культури. Аргументовано, що електронний ресурс «Видатні педагоги України та світу», котрий містить інформацію про українських і зарубіжних педагогів і освітян, є унікальним галузевим ресурсом, аналогів якому не знайдено. Він є вагомим внеском у розвиток цифрової педагогічної біографіки й дозволяє крізь призму наукових біографій системно простежувати розвиток української і зарубіжної освіти, педагогічної думки як у макроісторичних, так і в мікроісторичних вимірах, сприяє відновленню національної педагогічної пам'яті. Репрезентація за допомогою електронного ресурсу узагальненого знання про гуманістичні ідеї українських і зарубіжних педагогів чи освітян минулого має велике значення для освіти загалом, зокрема педагогічної освіти України, а саме в системі професійної підготовки, та є джерелом формування в студентів - майбутніх педагогів - педагогічного світогляду, підвищення їх духовної культури в умовах глобальних цивілізаційних викликів. З'ясовано, що інформаційно -бібліографічний ресурс потребує подальшого оновлення з урахуванням нових здобутків українських і зарубіжних історико-освітніх, історичних та біографічних студій, новітніх інформаційних технологій тощо. Визначено пріоритетні завдання щодо вдосконалення електронного ресурсу, зокрема перспективи змістового наповнення, шляхи оновлення відомостей та внесення якісних змін до функціоналу цифрового науково-освітнього ресурсу.

Introduction
Statement of the problem. Nowadays, in the context of digitalization of all spheres of human activities as a global trend, digital transformation of the humanities sphere is taking place. Today Digital Humanities [1] is an "umbrella" term for a whole range of research and development at the intersection of information science and the humanities, for the solution of the problems where specialists in the humanities use digital technologies, and the study of the consequences of the social revolution for the humanity caused by rapid informatization and the spread of web technologies [2], [3]. Digital humanities have radically changed the traditional understanding of the nature and content of biographical information. Their characteristic feature in comparison with the traditional biography of the "pre-digital" period is the transition from detailed individual biographies to the arrays of biographical reference information about a huge number of people, with a predominantly compressed volume. The approaches to the collection, processing and disclosure of biographical information have also changed.
At the same time, in the context of intensive reforming of education in Ukraine in the mainstream of integration into the world and European educational and scientific space, the knowledge about outstanding Ukrainian and foreign educators and public figures is becoming relevant. In the context of the revival of the Ukrainian humanities, scholars directed their effort to bring back from oblivion the names of the Ukrainian teachers and educators forgotten during the Soviet times. Numerous biographical studies (articles, monographs, dissertations) reveal, through the prism of these people's life and work, the development of education and pedagogical thought in Ukraine in different historical periods. The accumulation of biographical materials and the development of information technologies and resources have made it possible to create electronic biographical resources.
Due to this, the development of specialized electronic information and bibliographic resources, dedicated to well-known personalities in education, history, and culture, is becoming even more relevant for libraries. These digital products contribute to the rise of the intellectual and spiritual potential of the Ukrainian society [4], serve for the development of the history of education and biographics.
Currently, electronic (digital) library biographics is a powerful component of the information field of humanistic knowledge. The activities of modern libraries are aimed at the development of digital environment in order to improve the quality of information service for users. The Development strategy of libraries for the period until 2025 “Qualitative changes in libraries for the Sustainable Development of Ukraine” states that the formation of an electronic library and information space in Ukraine is a necessary measure to create a flexible and dynamic structure of the library system capable of sustainable development, which would be aimed at providing a wide range of services to meet various national and local social needs and improve the quality of life of society and individuals [5].
The leading role in integration and dissemination of pedagogical biographical knowledge in Ukraine is played by V. O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine of the NAES of Ukraine (hereinafter - SSPL), whose web portal presents information and bibliographic resource http://dnpb.gov.ua/ua/informatsiyno-bibliohrafichni- resursy/vydatni-pedahohy/), which was designed and developed in 2008 and is filled and maintained in the current state by the specialists of the SSPL. The tasks for the development of this electronic resource are outlined in the Concept of creating an integrated industry information resource at V. O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine (2013) [6], the Charter of V. O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine (new edition) (2020), and the Development Strategy of V. O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine for 2017-2026 (2020).
Analysis of the recent research and publications. Many works of the Ukrainian scientists are dedicated to the analysis of the creation and functioning of electronic biographical resources, where a general overview of library websites of different types is provided. The scientists of V.I. Vernadsky National Library of Ukraine (VNLU) V.M. Horovyi, L.A. Dubrovina, K.V. Lobuzina, O.O. Onyshchenko, N.F. Samokhina and others [4] have explored the issues of source studies and theoretical, methodological, practical and organizational issues of formation and functioning of electronic resources of biographical information in Ukraine. The scientists of the Institute of Biographical Research of V.I. Vernadskyi National Library of Ukraine (L.I. Buryak, O.L. Vernik, Yu. V. Vernik, N.P. Marchenko, S.M. Mishchuk, S.V. Murina, V.I. Popyk, O.M. Yatsenko, etc.) have provided a multi-vector covering of the issue of biographical knowledge functioning in the Ukrainian society and outlined the problems and prospective tasks of libraries as leading centers of integration, processing and distribution of printed and electronic resources of biographical and biobibliographic information [7], [8].
The scientists of the Institute of Encyclopedic Research of the National Academy of Educational Sciences of Ukraine analyzed electronic encyclopedias of Ukraine (M.G. Zheleznyak) and the USA (M.G. Zheleznyak, O.S. Ishchenko), in which a top place is given to prominent figures [9], [10].
Domestic scientists such as G.G. Filipchuk, M.P. Vovk, K.V. Kotun, O.M. Khodatska consider the problem of creating a single innovative information space and systematization of the Ukrainian studies [11].
The study of historiography of the problem gives grounds to claim that the scientists of the SSPL of Ukraine in their works covered various aspects of creation of the information and bibliographic resource "Outstanding Educators of Ukraine and the World" as a segment of cyberspace that accumulates information about life, work and creative heritage of domestic and foreign pedagogues. The beginning of creation and development of problem-oriented electronic information and bibliographic resources at the SSPL, in particular of its biographical resources, is reflected in the analytical study of P.I. Rogova [12]. Methodological and applied problems of resource formation are disclosed by L. D. Berezivska [13], [14]. As a component of the content of the SSPL web portal, the resource is presented in the article by L. D. Berezivska, O. P. Pinchuk, N. V. Varaksina [15]. The analysis of its semantic and genre features and the statistics of its use was carried out by Ponomarenko [16]. S.M. Hopta, Ye.F. Demyda [17], O.P. Mikhno [18], T.S. Pavlenko [19] cover the formation of the content of individual personal pages of the resource.
Foreign researchers such as A. Bemad, R. Feigl, C. Gruber, M. Kaiser, J. Kohlbacher, K. Lejtovicz, PA Rumpolt, M. Schlogl, E. Wandl-Vogt, D. Cannadine, M. Reinert, D. Scholz, M. Urquijo, J. Agirreazkuenag and others analyze the theoretical and practical aspects of technical support and content of biographical information systems available in the global network. Thus, A. Bemad, R. Feigl, C. Gruber, M. Kaiser, J. Kohlbacher, K. Lejtovicz, P.A. Rumpolt, M. Schlogl, E. Wandl-Vogt cover the issues related to the Austrian Prosopographical Information System (APIS), which is being developed under the auspices of the Austrian Academy of Sciences [20]; the history of the Oxford DNB research and publishing project (Oxford National Biographical Dictionary) is researched by its editor-inchief D. Cannadine [21]; M. Reinert and D. Scholz describe the German biographical portal Deutsche Biographie, introduced by the effort of the Historical Commission of the Bavarian Academy of Sciences and the Bavarian State Library (Munich) [22]; the researchers from the Finnish universities E. Hyvonen, P. Leskinen, M. Tamper, J. Tuominen, K. Keravuori present the achievements of the Finnish digital biographics [23]; P. L. Arthur presents a digital version of the Australian Dictionary of Biography, implemented by the National Center of Biography (NCB) and the Australian Science and Technology Heritage Center of the University of Melbourne [24]; M. Urquijo and J. Agirreazkuenaga analyze in a comparative context the national biographical dictionaries of the world as tools for creating national memory and foundations in the process of the national state building, outlining the benefits of transforming them into new digital formats [25].
England, R. Lowe, E. Owusu consider general approaches to the implementation of the university system of electronic resource management [26]. J. M. Morales, C. A. Beis [27] highlight the issues that arise during the life cycle of electronic resources, identify key strategies that academic libraries can effectively use to manage electronic resources.
J. Schuster explores the issue of collection, organization, analysis and application of data regarding the use of electronic resources to address the need for updating the electronic resources of an academic library [28]. J. Miller substantiates the concept of developing online library projects using the usability approach [29]. G. Zago studies the significance and development of the Italian biographics, describes the evolution of the relationship between biography and historiography, identifies the main features of educators' biographies; traces their evolution over the last forty years [30].
The analysis of foreign historiography shows a high level of interest in the problem of creating and using electronic biographical resources at both theoretical, methodological and practical levels of application. We have found out that there is no information about Ukrainian electronic resources in the foreign historiographical source base. Thus, the relevance of the research problem is beyond doubt.
The purpose of the article is to reveal the specifics of creation, content, functions, importance of the information and bibliographic resource "Outstanding Educators of Ukraine and the World" of the SSPL in a comparative dimension with similar Ukrainian and foreign electronic biographical resources. To achieve this goal, it is necessary to solve the following tasks:
- to determine the reasons and objectives of electronic biographical resources development;
- to reveal the specifics of the formation of resource content, building the resource structure;
- to argue the functions and importance of electronic biographical resources in the domestic and foreign educational and scientific space as a component of digital humanities.
Theoretical fundamentals of the research. The ideas of the leading Ukrainian scientists about modern problems of digital transformation of education made the methodological basis of the study (V. Yu. Bykov, O.P. Pinchuk, O.M. Spirin) [31]. The range of these problems includes the development of digital humanistic pedagogy, the necessity to enrich the modern Internet space transferring pedagogical cultural heritage to the network and providing access to it to both academic users and the general public (V. Yu. Bykov, M.P. Leshchenko) [32]; modern approaches to the concept of digital humanities and its subject area, the role of scientific libraries in the formation of integrated digital resources (G.V. Boryak, L.A. Dubrovina, K.V. Lobuzina, O.S. Onyshchenko) [2]; the typology of problems of modern online biographical systems as an integral part of the integration processes of the biographical environment, the intersection of the humanities and digital design, as well as the reconstruction of historical social networks (Yu. V. Vernik) [33].
In the study, among others, we use the terms "electronic resource of biographical information", "information and bibliographic resource", "biographistics", "biographics", "digital humanities", "branch electronic resource" in the following meanings.
The concept of "electronic resources of biographical information" is considered as a kind of resources designed to create, store, process, search, reproduce and disseminate biographical information. Due to the fact that in the scientific space the term "biographics" means a complex sphere of literary and research biographical work, a selection of publications of the biographical genre, journalistic and popular science biography, publishing and information practice, etc, we agree with V.I. Popyk, who understands "biographistics" as the science on biographical research, its theory, methodology and practice and sees it as a specialist historical discipline; whereas "biographics" is a field of scientific and literary creativity, publishing and information work, part of national humanistic culture, etc. [34, p. 6].
The term "information and bibliographic support" means a set of information and bibliographic resources and services to meet long-term information needs. The term "information and bibliographic resource" is regarded as a set of various sources of information about documents, facts, events, etc., which are used to meet the needs of society and its individual members (consumers of information).
In the study, we also use the term "digital humanities" suggested in 2010 in Paris in the "Manifesto for the Digital Humanities" by Professor of the University of Cologne, theorist and practical specialist in DH M. Thaller [1]. Into the field of digital humanities we include the study of the specific features of the new era, the socio-cultural consequences of digital technologies, a critical analysis of their capabilities and limitations, the determination of the patterns of the emergence and development of information in society, work with cultural heritage in digital format, new digital media, the creation of digital libraries, archives, databases of cultural heritage and collections; digital reconstructions, requiring the combined efforts of the humanities and IT specialists.
Research methodology
To achieve the goal of our research, theoretical and empirical research methods were used: analysis of normative documents, identification of key concepts, study of practical experience; methods of comparative and statistical analysis; biographical and bibliographic methods, the method of source studies, interdisciplinary approaches, historical and systemic approaches (analysis and modeling).
In order to establish the common and distinctive features of the Ukrainian and foreign electronic resources and identify the specific features of the electronic resource "Outstanding Educators of Ukraine and the World", a comparison was carried out according to the following indicators: name, link for the access, institution / institution-developer of the resource, the number of teachers and educators covered by the resource, user-friendliness of the interface, ease of search, open access / access by subscription, the structure of the page about a personality, etc.
During the research L. D. Berezivska formulated the idea of the article, its purpose, structure, tasks, theoretical foundations; she analyzed the electronic resource "Outstanding Educators of Ukraine and the World" in comparison with similar domestic and foreign resources, formulated conclusions and identified prospects for further research; O. P. Pinchuk specified the research methodology, performed a critical scientific review and edited the manuscript; S. M. Hopta clarified the basic concepts, conducted a comparative analysis of the electronic resource with similar domestic biographical resources; Ye. F. Demyda described the degree of research of the problem, analyzed foreign scientific sources; arranged the references; Kh. V. Sereda collected the material, analyzed the world's electronic biographical resources and designed the figures.
The article has been prepared in the framework of the implementation by the authors of the scientific research "Pedagogical Science and Education in Persons, Documents, Bibliography", RK No. 0120U002093 (Head - L. D. Berezivska, 2020-2022), which is funded by Ukraine's government.
Results of the research
The modern transformation processes in the activities of libraries are aimed at building a digital environment that can improve the quality of information services for users. The digital infrastructure of libraries is quite diverse (electronic catalogues, databases, exhibitions, virtual information desks, e-mail, etc.) and it is being actively enriched with new products and services. In this way, due to digitalization of libraries their competitiveness is increased, a positive image in society is created and ultimately, their functional model is changed.
In the past two decades, thanks to the Internet, a wide variety of digital resources with biographical content have become available. They are presented on the web portals of the research and publishing institutions, libraries, educational institutions, archives, museums, public organizations, personal websites of scientists and pedagogues. It should be noted that the leading role in the development of biographics is played by the Institute of Biographical Research of V.I. Vernadskyi National Library of Ukraine, whose scientific effort is directed towards the study of the global and domestic experience in creating digital biographical resources. electronic bibliographic educator
The analysis of foreign digital resources of informational and biographical nature showed that national electronic biographical dictionaries are widespread in the foreign scientific and information space. They combine information of a biographical nature about prominent figures of different spheres within a particular country. The founders of such dictionaries are most often influential higher education institutions and large publishers.
Let us describe in more detail a number of foreign electronic resources of the biographical specialization. The Dictionary of Canadian Biography deserves attention (URL: http://www.biographi.ca/en/article/explorers). It is a resource of the University of Toronto, which is an Internet version of the Dictionnaire biographique du Canada (DCB / DBC), a major research and publishing project by the University of Toronto and Laval University, initiated in 1959. Its purpose was also to provide comprehensive background information on the Canadian biography. New biographies and minor updates are posted on the website weekly. The biographies are divided into thematic groups (about 36 thematic groups), among which educators and scientists in the field of social sciences and humanities are represented separately. The Education section consists of 8 search pages, each with a list of over 100 people. In total, the resource contains more than 800 personalities of educators. The website provides a simple and advanced search type (by thematic groups, country of a personality's origin, etc.). The resource is bilingual, it is presented in English and French.
The most complete and authoritative is the Dictionary of Irish Biography (URL: https://dib.cambridge.org/). The Dictionary of Irish Biography is a joint project of Cambridge University Press and the Royal Irish Academy. The 11-volume dictionary contains brief summaries and detailed estimates of more than 10,000 biographies starting from the ancient times till 2010. The biographical plots are dedicated to artists, scientists, lawyers, actors, musicians, writers, politicians, criminals and saints. The section "Biography of the Day” presents an article about the selected outstanding person. The online version of the dictionary was launched in 2003. The Education category included 496 people. The site provides an advanced search (by name, by an excerpt of the full text, religion, date and place of birth / death, etc.). The resource is bilingual: in Irish and English.
“The Australian Dictionary of Biography” (URL: https://adb.anu.edu.au/) is Australia's best dictionary of the national biography. It contains brief and informative data about the lives of prominent people in the history of Australia. The topics of biographic articles cover all strata of society - from prime ministers, governors general, generals and bishops, artists, actors and authors, engineers and school teachers to thieves and murderers, providing information on the entire cross-section of the Australian society. The dictionary is published by the National Center for Biography at the Australian National University. The online version of the dictionary was initiated in 2006. At the request "Education" a list of educational areas opens in the opening window, and they can be searched. The choice of an educational area opens a list of a lower level, where you can choose representatives of a particular profession, that is, carry out a narrowed search. It is impossible to calculate the total number of people in the Education category. The website has several types of search functions: general search in the dialogue box is available in two directions: search for a phrase (using double inverted commas) and search only by the name of a person; narrowed search: by name, surname and patronymic, date of birth, date of death, author and search by maps; advanced search: has several distributed categories (general information, ethnicity and religion, location, belonging of a person to a certain category, etc.). The resource is presented in English.
The Oxford Dictionary of National Biography (URL: https://www.oxforddnb.com/) is a standard reference book dedicated to famous figures in the British history, which has been published since 1885. An updated version of the dictionary was published in 60 volumes in 2004, and it was made available on the Internet, with 50,113 biographical articles covering 54,922 biographies. The dictionary has the "Occupations" section, which allows sorting and searching for personalities in the needed section. The section dedicated to educators and scientists is called “Education and research”. It opens the access to the list of personalities in a standard alphabetical form and extended fields for searching in different categories. This section contains information about 9656 persons. The website offers a general search by keywords in the dialogue box and an advanced search by different categories (resource type, format, author's article, author's religion, date of publication, etc.). The resource is monolingual, presented exclusively in English.
The electronic resource ”New German Biography” (Neue Deutsche Biographie, NDB - the New German Biography, URL: https://www.deutsche-biographie.de/home?language=en), developed by the Historical Commission of the Bavarian Academy of Sciences, provides short science-based articles about people whose activities have had a significant impact in the political, economic, social, scientific, technical or artistic fields. The NDB, with its original contributions signed by experts' names, has been considered the most relevant biographical encyclopedia of the German-speaking cultural space for decades. In the drop-down menu of the field "Occupation" you can select the section "Education, pedagogy". Such sorting gives the search results - 3643 people who have made a significant contribution to the development of the German pedagogy. The search function provides different approaches: a simple search for personalities' names, surnames and patronymics; map search (search for people by place of birth, activity, death or burial); advanced search (available are advanced search options to find the full set of data, and especially to search the full text of the two biographical dictionaries NDB and ADB); alphabetical search (viewing the alphabetical list of NDB and ADB articles); geographical search (allows exploring the distribution of people by region). The resource is bilingual, presented in German and English. The "Today" function is a specific feature of the resource and it allows searching by date (calendar). This feature allows you to sort the list of people by the principle: "This day were born" and "This day died".
The electronic resource "Slovenian Biography" (URL: https://www.slovenska- biografija.si/) was developed by the Slovenian Academy of Sciences and Arts. The resource combines three Slovenian biographical encyclopedias, previously published in print: the Slovenian Biographical Encyclopedia (1925-1991), the Primorska Slovenian Biographical Encyclopedia (1974-1994) and the New Slovenian Biographical Encyclopedia, which are constantly updated. Thus, the "Slovenian Biography" combines the main biographical works created by the most famous Slovenian scholars. Many biographical records represent not only a synopsis, but actual scientific discoveries, which became the beginning of the research in the Slovenian humanities, social sciences and history of natural sciences. The purpose of the resource is to use modern technologies to connect biographical research in Slovenia and to present in the same form biographical data on Slovenes at home and around the world. The website has a standard search function. The resource is monolingual, presented only in Slovenian.
The electronic resource "Scientists who glorified Belarus" (URL: http://csl.bas- net.by/Web/Pages/Scientists/science1.asp), posted on the website of Yakub Kolas Central Scientific Library of the National Academy of Sciences of Belarus, contains information about more than 100 outstanding Belarusian scientists. The resource is structurally and substantively similar to the electronic resource "Outstanding Educators of Ukraine and the World", although it is somewhat narrower in its focus. The page of each personality has the headings: "Biography", "Main works", "Literature about the scientist", "Photo gallery". The headings present basic information about the scientist's life and work, illustrated with significant photographs. The website has a standard search. The resource is presented in Belarusian, Russian and English.
The database "Belarus in Faces and Events" (URL: https://bis.nlb.by/ru), developed by the National Library of Belarus, is a source of relevant and reliable information about the most important events in economic, socio-political, cultural and other spheres of life in Belarus; famous people who have made a significant contribution to the scientific, cultural and spiritual heritage of the country. In total, the resource presents more than 100 prominent Belarusian scientists. The website has a standard and advanced search (currently this feature is being developed). The resource is presented in Belarusian, Russian and English.
The Electronic Resource “Biographical dictionary of Georgia” (URL: http://www.nplg.gov.ge/bios/en/) of the National Parliamentary Library of Georgia covers biographies of people who belong to the history of Georgia and are connected with Georgia. The dictionary is maintained by the National Parliamentary Library of Georgia. The menu of the "Biographical Dictionary" presents about 90 categories, including the section "Educators", which provides information about 2566 people on 129 search pages. The search on the site is carried out by a person's name. The resource is presented in Georgian and English.
In addition to the biographical dictionaries, the world's leading bibliographic resources include the Master Index of Biography and Genealogy (BGMI) (URL:
https://tinyurl.com/4fzzpz67), which provides concise background data on nearly 13 million people, presents information about living and dead people from all spheres of activities and from all countries of the world. American National Biography (URL: https://www.anb.org/) is a constantly updated digital version of the Dictionary of American Biography, containing more than 19,000 biographies of prominent figures in American history written by prominent scientists. The Biography Resource Center (URL:
https://edesiderata.crl.edu/resources/biography-resource-center) is an online biographical reference database of more than 150,000 famous personalities from around the world. Only representatives of institutions that are members of the CRL (Center for Research Libraries) have full access to the resources.
As a result of the analysis of approaches to the implementation of the search function in the above-mentioned foreign electronic resources, we have found out that in most of them a standard and advanced search for information is used on the website. The analyzed resources are generally characterized by bilingual localization; with some exceptions, they are presented in the national language and in English.
The analysis of the given electronic resources showed the lack of information about educators and researchers from Ukraine. Therefore, unfortunately, we can state the fact that outstanding Ukrainian pedagogues are not known in the world.
In Ukraine, the development of the first electronic biographical resources began at the beginning of the twenty-first century. At this time, large electronic resources (cumbersome databases of the European format) started their development, including the Institute of Biographical Research and its "Ukrainian Biographical Dictionary" (URL: https://histua.com/slovnik/n/nacionalnij-biografichnij-slovnik-nbs) and "Ukrainian National Biographical Archive", UNBA (URL: http://biography.nbuv.gov.ua/index.php/institut/proekti/12-pro-proekt) - a research and information project of the Institute of Biographical Research of V.I. Vernadskyi National Library of Ukraine, aimed at creation of a fundamental domestic scientific and information resource that would integrate verified information about Ukrainians in the past and satisfy the growing information needs of education, science, culture, public administration and the task of representing Ukraine in the world. The UNBA is formed as a complex structured database of various biographical and bibliographic information about compatriots of all nationalities, religions, political beliefs, who have made a certain individual contribution to the development of education, science, culture, economic and political life of Ukraine. The UNBA also includes Ukrainian natives known in the world for their activities (political, socio-economic, cultural). The UNBA archives contain information about pedagogues of the late 19th - early 21st centuries, including: Kh. D. Alchevska, B. D. Grinchenko, M. P. Drahomanov, S. Ya. Batyshev and others.
"Small forms" of electronic resources are also widespread in Ukraine: thematic biobibliographic exhibitions, presentations on the websites of libraries, museums, archives, educational institutions, dedicated to the anniversaries of prominent figures, etc.
The SSPL pays great attention to promoting the achievements of prominent educators and public figures, seeking to make available information about their lives, activities and creative heritage not only in traditional but also in electronic form. For this purpose, since 2008 a digital information and bibliographic resource "Outstanding educators of Ukraine and the world" is being formed (Fig. 1), integrating the information about famous Ukrainian and foreign pedagogues, (in 2008-2014 P. I. Rogova was the head of the project, and since 2015 it has been headed by L. D. Berezivska). The first block of the resource is dedicated to V.O. Sukhomlynskyi - an outstanding Ukrainian pedagogue and humanist, children's writer (http://dnpb.gov.ua/ua/informatsiyno-bibliohrafichni-resursy/vydatni- pedahohy/sukhomlynskyy-v-o/).

Today this resource, being constantly replenished and updated, contains 78 personalities. These are well-known Ukrainian educators and public figures of different historical periods of education development: Kh. D. Alchevska (1841-1920), S. A. Ananyin (1875-1942), S. Ya. Batyshev (1915-2000), M. F. Berlynskyi (1764-1848), T. F. Bugayko (1898-1972), M. H. Bunge (1823-1895), G. G. Vashchenko (1878-1967), M. M. Gryshchenko (1900-1987), B.D. Grinchenko (1863-1910), M.M. Grinchenko (18631928), M.I. Demkov (1859-1939), L.D. Depolovych (1896-1943), M.P. Drahomanov 18411895), V.F. Durdukivskyi (1874-1938), O.V. Dukhnovych (1803-1865), O.A. Zakharenko (1937-2002), V.N. Karazin (1773-1842), M. O. Korf (1834-1883), G.S. Kostyuk (18991982), M.M. Lange (1858-1921), T.G. Lubenets (1855-1936), A.S. Makarenko (1888) - 1939), O.F. Muzychenko (1875-1940), Olena Pchilka (1849-1930), M.I. Pyrogov (18101881), Ya. B. Reznik (1892-1952), S.F. Rusova (1856-1940), G.S. Skovoroda (1722-1794), V. O. Sukhomlynskyi (1918-1970), K. D. Ushynskyi (1823-1870), Ya. F. Chepiga (Zelenkevych) (1875- 1938), P. D. Yurkevych (1826-1874) and others. In addition, it presents foreign personalities: F. Dittes (1829-1896), G. Kershensteiner (1854-1932), J. A. Comenius (1592-1670), J. Korczak (1878-1942), M. Montessori (1870-1952), F. W. Froebel (1782-1852), S. Frenet (1896-1966) and others.
The electronic resource “T. G. Shevchenko: electronic collection" (URL: https://tinyurl.com/2n74zrvw), the electronic collection of the scientific library of M. P. Drahomanov NPU "Mykhailo Drahomanov - an outstanding figure of Ukraine: to the 170th anniversary of his birth" (URL: http://demo.dcvisu.com/documents/view/!) and the page "Borys Grinchenko" on the website of Borys Grinchenko Kyiv University (URL: https://tinyurl.com/a5ye8k26) are similar in content and theme to "Sukhomlynskyi Vasyl Oleksandrovych" page.
The information and bibliographic resource "Outstanding Educators of Ukraine and the World" is developed mainly according to the traditional structure: biography of the person; bibliography of his/her works and materials about him/her; separate full-text works; additional materials, in particular a photo gallery dedicated to the person; materials disclosing the activities of the institution bearing his/her name (if any); information on awards, prizes, monuments, scientific readings related to the person, etc.
The basis for the development of the analyzed electronic resource was made by scientific works, textbooks and manuals on the history of pedagogy created by university lecturers and researchers of scientific institutions. It is important to continue working at the information resource, at each personality, especially in view of new publications, dissertations and scientific events dedicated to anniversaries. All these factors encourage the SSPL scientists to improve the content and technological component of the resource. Since its creation, the goal of the resource has been successfully implemented: to promote the best achievements of domestic and foreign pedagogy and psychology by consolidating information about prominent domestic and foreign educators, including coverage of their lives, activities and creative heritage. Undoubtedly, the development of the Ukrainian education, humanistic pedagogical thought in both macro-historical and micro-historical dimensions can be traced through the prism of scientific biographies [14].
We have identified the main functions of the information and bibliographic resource "Outstanding Educators of Ukraine and the World":
1. First of all, it represents comprehensively the life and scientific achievements of a particular pedagogical personality and reflects the degree of the research in the scientific space, encouraging deeper information requests of a wide range of remote users, including researchers, pedagogical and academic staff, librarians, applicants for education in Ukraine and in other countries, about various issues of the Ukrainian and foreign education, humanistic pedagogical science;
2. Being a source for writing dissertations and planned research papers, it provides information support to historical and pedagogical science;
3. It increases the historical and pedagogical knowledge about a personality, his or her contribution to the development of science and pedagogical practice. It helps to improve the quality of textbooks on the history of education and pedagogical science, and is helpful for students writing bachelor's and master's theses; it helps to arrange high-quality scientific and practical events (conferences, round tables, etc.) dedicated to the creative activity of educators and public figures.
It is noteworthy that the demand for the resource is growing every year, as evidenced by relevant statistics (as of June 2021 the resource has 39,129 views; in April 2020 - 2,439 views; in 2019 - 1,510; in 2018 - 829). It is visited by scientists from Ukraine and other countries. Thus, over the last six months the English version of the resource has got 328 visits (Fig. 2).

The above-mentioned electronic resources present materials of biographical, creative, journalistic, scientific heritage of the prominent figures (T. Shevchenko, O. Sukhomlynskyi, M. Drahomanov, B. Grinchenko), cover virtual exhibitions and museums, provide digitized elements of works, publish photos and videos. However, each resource is characterized by its own branch specifics, content, theoretical, methodological and practical developments.
The Project "Virtual Journey into the Pedagogical Past" of Kharkiv Humanitarian and Pedagogical Academy (URL: https://virtualni-podoroji.jimdofree.com/) is sectorally related and connected with the purpose and objectives of the SSPL's electronic resource. Its purpose is to increase students' interest in the history of pedagogy, to restore and preserve national pedagogical memory, to expand the ideas about the most important pedagogical concepts of the past, different systems of education and training. The project presents information about more than 25 pedagogues formed by the anniversary date: Kh. Alchevska, M. Bogdanovych, L. Braille, K. Ushynskyi, F. Disterweg, J.-O. Decrolli, J. Dewey, J. A. Comenius, J. Korczak, A. Makarenko, J. Pestalozzi, S. Rusova, G. Skovoroda, V. Sukhomlynskyi, F. Froebel, S. Frene, V. Shatalov and others. The resource is in Ukrainian.
The structure of a page about a personality consists of his or her short biography, a video (video presentation), a student presentation on "Life and work of the teacher", "Photo Gallery" and more. It should be noted that the "Virtual Journey into the pedagogical past" is a narrowly focused project, developed by pre-service teachers.
It is also worth mentioning the specialized regional web projects "Personalities whose lives are connected with Podillya" of M. Kotsyubynskyi Vinnytsia State Pedagogical University (URL: http://library.vspu.edu.ua/inform/spisok_bio.htm#home) and "Outstanding personalities of Kirovograd region" of D. I. Chyzhevskyi Regional Universal Scientific Library (URL: https://tinyurl.com/4e6jxahc). In the first resource, 371 biographies of personalities of Podillya are presented, including more than 60 pedagogues. Brief biographical data (based on the original biographical database "Individual authors"), materials and photos from the library and free Internet sources are provided. The second was created within the framework of the regional initiative "History of the native land". It offers information about 450 prominent personalities, including more than 27 pedagogues. These resources are also in Ukrainian.
Undoubtedly, we did not seek to cover all electronic biographical resources in one article, but focused on the most significant ones in view of the research problem.
Conclusions and prospects for further research
A comparative study of the characteristic features of creation, content, functionality, influence of the foreign and domestic digital biographical resources has revealed a steady tendency towards the development of information and bibliographic resources in certain fields of knowledge. In the modern educational and scientific space there is a global tendency towards the development and content of national biographical dictionaries, which accumulate biographical information about prominent figures in various fields of knowledge. Functionally and semantically biographical resources are an important component of the digital humanities.
The constantly updated electronic information and bibliographic resource "Outstanding Educators of Ukraine and the World" is an integral part of the national digital humanities space of independent Ukraine, a form of dissemination of biographical knowledge that combines creative effort of the Ukrainian historians, biographers and bibliographers. Presentation of the generalized knowledge about humanistic ideas of the Ukrainian and foreign educators of the past via the electronic resource is of great importance for education in general, in particular pedagogical education in Ukraine; it is a source of formation of pedagogical worldview contributing to the increase of spiritual culture of society in the face of global civilizational challenges.
