International association of institutes of navigation and academy of navigation and motion control

Annotation

The International Association of Institutes of Navigation (IAIN) is briefly introduced. Its foundation, history and mission are considered. Also, it premier main member, Institute of Navigation (ION) in USA is presented. Its history and its role in the field of navigation are discussed. The Russian associated member of IAIN - The Academy of Navigation and Motion Control- is presented. Its activities and contributions in Navigation systems are considered.

Beginning in 1957, a series of conferences by the British, French and German Institutes of Navigation were held to discuss technical navigation issues. Early in 1975 , the Presidents of the Institutes of Australia, France, Germany, Italy, Japan, the United Kingdom and the United States agreed to the formal declaration of an International Association of Institutes of Navigation (IAIN). IAIN is registered in the Netherlands as a non governmental, non profit making international association . It comprises Institutes of Navigation worldwide, Associate Members, Corporate Members and Corresponding Members [1].

The main mission of IAIN was “Uniting national and multinational institutes and organizations which aim to foster human activities at sea, in the air, in space and on land, and who may benefit from the development of the science and practice of navigation and related information techniques”[1].

The Institute of Navigation (ION) , which is founded in 1945 in USA , became one of the most important members of IAIN because of its contributions and technical meetings and conferences in the fields of navigation, timing, motion control and position determination. As a rule of IAIN, every country should have only one main member in IAIN. From Russia, the Russian Public Institute of Navigation(RPIN), in Moscow is the main member of IAIN. But, because of its contributions in both fields of navigation and motion control, since 2000 the Academy of Navigation (discussed later) has been the associated member of IAIN [2].

This paper is divided into three parts. In the first part, a brief introduction about ION is considered. Its foundation, history and activities are presented. Also, its membership and its tutorial purposes are discussed.

In the second part, The Academy of Navigation and Motion Control is considered and its foundation , publications and activities are presented.

Finally, the conference of young scientists - sponsored by the Academy of Navigation and Motion Control- is introduced and its development from 1999 till 2015 is presented.

Institute of Navigation, USA

Foundation and History. The Institute of Navigation (ION) is the world's premier non-profit professional society. It is founded in 1945 in USA. Since its foundation, ION serves a diverse community including those interested in air, space, marine, land navigation and position determination. ION is affiliated with the International Association of Institutes of Navigation. ION was founded dedicating to “The advancement of the art and science of position, navigation and timing (PNT)”[3].

ION comprises professional navigators, astronauts, physicians, engineers, educators, geodesists, civil and military governmental agencies and other people interested in navigation, timing and position determination.

Membership. Members of ION are drawn from different sources that are related to the fields of navigation, timing and position determination. ION has three different types of membership including:

1. Individual membership which provides Complimentary subscription to the ION's quarterly journal NAVIGATION and Complimentary subscription to the ION Newsletter and Online Search and Retrieval of papers published in NAVIGATION and ION. There are different types of individual membership [4]: professional membership; premium professional membership; retired membership; student membership and lifetime membership.

2. Corporate membership which provides “10” complimentary subscriptions to the ION's Journal, NAVIGATION , 10 complimentary subscriptions to the quarterly ION Newsletter and Company listing in ION's Corporate Member Directory. Corporate membership has two levels [5]: corporate class I (150 or more employees company wide) and corporate class II ( less than 150 employees company wide).

Also, ION has a library journal subscription which is processed by John Wiley & Sons.

Technical meetings and conferences. One of the most important activities and technical contributions of ION is its technical meetings and conferences. ION organizes different - annual based - events and conferences related to positioning, navigation, satellite navigation, timing and military navigation. Some of these conferences are:

1. International Technical Meetings [6], it is related to positioning, navigation and timing and include the annual awards.

2. Pacific PNT [7], it is a global cooperative development of navigation and timing, including technical leaders from Japan, China, Singapore, South Korea and USA.

3. IEEE/ION Position Location and Navigation Symposium (PLANS) [8], it has been the premier IEEE conference in navigation and positioning system since 1976. It has been held bi-annually in different locations jointly sponsored by Aerospace and Electronic System Society (AESS) - which is sponsored by Institute of Electrical and Electronics Engineers (IEEE)- and ION.

4. Joint Navigation Conference (JNC) [9], it is the largest USA military conference with government participation.

5. ION GNSS+[10], it is the largest GNSS technology technical meeting in the world.

6. Precise Time and Time Interval Systems and Applications (PTTI) [11].

Publications. ION has different publications including Journal and newsletters. Its newsletter is a quarterly and include other information of interest to ION members. Its Journal is called “NAVIGATION” [12] and it is quarterly journal publishing original , reviewed articles related to navigation, timing and positioning.

Scientific educational program of ION. Beside its technical meetings and publications, ION has a scientific educational program aiming to increasing the technical level of knowledge for those who are interested in navigation and positioning. The educational program includes: online tutorials; autonomous snowplow Competition; Navigation Education Plans and ION virtual museum.

The Academy of Navigation and Motion Control

Foundation and History. As noted in [13] - “The International Public Association "Academy of Navigation and Motion Control" was founded in February 1995 as a public association of scientists and researchers in the field of navigation and motion control. The Academy includes full and honorary members. The number of Academy members is not limited, there are no quotas. The new members are admitted by the Academy Presidium and initiated at the General meeting. According to the Academy Regulations, the actively working scientists, usually having a PhD, can be appointed the full members of the Academy.

In 1996 the Academy revived the N.N.Ostryakov's honorary prize awarding. Twice a year (in May and October) the Academy conducts scientific sessions with a wide spectrum of papers, as well as enlarged out-meetings of the Presidium in the regional branches” [18].

Membership [13]. The Academy has full and honorary members (since 2000). The Academy numbers - till now- 437 members working for various companies, universities and organizations. 352 Russian members of the Academy work in 27 Russian cities. The Academy membership involves well-known scientists different countries such as countries: Russia, USA, Bulgaria, China, Germany, India, France, Republic of Belarus, South Korea, Turkey and Ukraine. They are actively promoting the development of the Academy's international contacts.

The president of the academy is “Peshekhonov Vladimir Grigorievich”, academician of Russian Academy of Science [14] and its vice president “Stepanov Oleg Andreevich,” prof., D.Sc. [15]. The chief Science Secretary is “ Nebylov Alexander Vladimirovich”, prof., D.Sc. (Russia, Saint Petersburg).

Technical and Scientific meetings. The Academy of Navigation is considered a main sponsor and organizer of different domestic and international annual conferences in the field of navigation and motion control such as: the annual Saint Petersburg International Conference on Integrated Navigation Systems (co founder since 1996) [18], and the annual Conference of Young Scientists Navigation and Motion Control (since 1999 in cooperation with Elektropribor ) [17].

Also, With the support of the German scientific fund, the Academy members annually take part in the Symposium on Gyroscopic Technology in Karlsruhe. Also, The Academy was involved in holding the AGARD Lecture Series N207 in St. Petersburg (1996), Moscow (1997), Kiev (1997), Samara (1998) . The Academy assists Russian scientists in participating in authoritative international conferences both in Russia and abroad.

Publications. The Academy is a co-founder of the scientific and technical journal “Giroskopiya i Navigatsiya” Gyroscopy and Navigation [19]. The journal has been published since 1993 and distributed abroad since 1995 (4 issues every year). The editorial board of the journal includes outstanding Russian and foreign scientists. The editorial board is headed by the General Director of Concern CSRI Elektropribor, doctor of sciences, professor, academician of the Russian Academy of Sciences V.G. Peshekhonov. The journal presents peer-reviewed articles by Russian and foreign scientists on the theory and application of gyroscopic systems and sensors, inertial, satellite and other navigation systems; new methods and algorithms of navigational data processing; proceedings of the Russian and international conferences; book reviews. The journal is published in Russian and in English. The publisher of the English version of the journal is the company Pleiades Publishing Ltd, USA. The journal is published in a printed version (ISSN 2075-1087) and in an electronic version (ISSN 2075-1109)[19].

The annual conference of young scientists (Navigation and Motion Control)

As mentioned before since 1999, the annual conference of young scientist in “Navigation and Motion Controls” has started to be held. It is dedicated to young scientists, Master student and PhD researchers and sponsored by the Academy of Navigation and Motion Control, Elektropribor [20], ITMO university [21] and Saint Petersburg university for Electromechanical Engineering [21]. In its 17^th anniversary, The conference has more than 300 young scientists and more than 170 papers.

Fig.2 illustrates the development of the conference since its first time in 1999 till 2014.

As a part of this event, bi annually based international workshop is organized at the lake of (LADOGA) - 3 hours from Saint Petersburg - including different cultures and different researchers from different countries.

In 2014, the international workshop was held including six different countries (Russia, Egypt, Germany, Belarus, Ukraine and Finland ). Fig.3 shows the group of the workshop in 2014.

In 2015, for the first time, the conference wasn't held only in Russian but in English also. The English Session was transmitted through the internet by using desktop share mode allowing students from different countries contributing in the conference at the same time discussing their latest achievements in the field of navigation and motion control.

Conclusion

In this paper, ION and the Academy of Navigation and Motion Control were considered. There history, activities and membership were presented. ION and the Academy of Navigation and Motion Control - with all of their contributions - play an important role in the developing of the science of navigation and motion control. In the last part of the paper, the annual conference of young scientist has been considered and the development of the conference from 1999 till 2015 has been presented.
