Digitalization of education in Ukraine

Analysis of the problem of our time, which has acquired importance in the context of the development of the information society. It is shown that in Ukraine there is a value in the progress of digitalization of education in the educational space.

Digitalization of education in Ukraine

Summary

The article is devoted to the actual problem of the present, which became of particular importance in the context of the information society development. It is shown that Ukraine recognizes the value of the education digitalization progress in the educational space on the basis of the Concept for the Development of the Digital Economy and Society of Ukraine for 2018-2020. The concept points to the need for "harmonization with European and world scientific initiatives", namely: the creation of digital infrastructures by educational institutions and science; creation of a unified educational network for connecting educational and scientific institutions; providing transparent access to issues and publications; creation of technological road maps of public - private partnership, commercialization of scientific developments for industry and social challenges; development of open and interoperable digital solutions for the launch and development of innovative ecosystems in various industries; the development of transparent standards for use in the service sector. information digitalization education

The underlined prospects of digital technology: searching for content in accordance with interests, satisfying of the individual pace and level needs, the constant modernization of the youth culture style and forms, the connection between educational and productive activities.

The article provides an example of the mobiSchool electronic environment (web-prototype) of the educational institution located on the platform "Universal Educational Space "Accent" in Ukraine, fully adapted to the current educational digitalization conditions. Its advantages are: cross-platform, lack of additional equipment purchase, the possibility of functioning on gadgets of different obsolescence stages, preservation of the institution's educational system integrity, technical and methodological support.

It is concluded that Ukraine has all the conditions for digitization of education, which will lead it to a higher technological level of development: the ability to develop and implement digital technologies in the educational process, the education and training level increase throughout the different spheres of life and economy; designing and implementing variety of technologies, software and hardware, creative culture and the ability to generate ideas.

The further investigation of the digital technologies introduction through the whole scale of the education system is defined as the formation of the digital competence of the management of the economy.

Formulation of the problem. Transformation is always a challenge, it is labor and faith in one common goal. Only synergies between politicians, government officials, the public and business can support such structural changes and transformations that will enable us all to live, study, work, relax and conduct business in the digital world by taking direct part in its creation and use.

Informatization of the society requires a rapid transition to training staff of Ukrainian economy, which requires a new high and qualitative level of its digitalization. That is, the digital economy puts forward additional requirements for the qualification of specialists and masters. The main resource is digital knowledge, and the key resource of the development are individuals [4].

In modern space of human activity, innovations are constantly being introduced and this requires the improvement of the knowledge, skills, competences, and professionalism both in their own and in related fields of the economy. The production processes automation requires a number of professional competencies, the development of creativity, communicability, team collaboration in searching for new solutions, the acquisition of information competencies in order to critically evaluate the proposed information as a matter of reliability in terms of its logical construction.

As learning contexts are increasingly being enriched by electronic and mobile technologies, elearning research can offer more core areas of educational practice.

Analysis of basic research and publications. Domestic scientists engaged in important studies in the theory of e-learning, globalization and informatization and the use of ICTs in educational activities: V. Bykov [2], A. Gurzhii [2], L. Kartashova [2], O. Spirin [2], O Strizhak [2] et al. Problems of forming the teachers' digital competence in the conditions of education modernization were covered in scientific works by scientists: V. Gorlenko [6, p. 16], O. Kulinich [6, p. 39], L. Lyakotskaya [6, p. 41], O. Nezhinskaya [6, p. 48]. The foreign experience of forming the digital competence of educators is disclosed in the writings:

O. Grytsenchuk [6, p. 18], I. Ivanyuk [6, p. 22], I. Malitskaya [6, p. 44], N. Soroko [6, p. 56]. The scientific view of M. Zhaldak to the problem of the educational process informatization is, above all, an "educational problem" [1, p. 15].

An analysis of various authors opinions investigating this problem has shown a rather critical attitude to issues related to the development, exchange and reuse of educational activities, and has allowed to offer digital tools that educators can apply in their professional activities. The purpose of education digitalization is to design a single information and educational environment and to expand the set of tools and methods in everyday use. The importance of this type of research associated with the increasing role of digital education has influenced the choice of the purpose.

The purpose of the article: to reveal the transformation of digital education in Ukraine.

Presenting the main material. The Concept for the Development of the Digital Economy and Society of Ukraine for 2018-2020 marks "harmonization with European and world scientific initiatives", namely, "the integration of Ukrainian science into the European research space will provide the opportunity for the development of advanced scientific ideas, the participation in interdisciplinary projects focusing on promising ideas, technologies and innovations ".

The Concept for the Development of the Digital Economy and Society of Ukraine for 2018-2020 [3] notes the need for "harmonization with European and world scientific initiatives", namely: the creation of digital infrastructures by the needs of educational and scientific institutions; creation of a unified educational network for connecting educational and scientific institutions; providing transparent access to issues and publications; creation of technological road maps of public-private partnership, commercialization of scientific developments for industry and social challenges; development of open and interoperable digital solutions for the launch and development of innovative ecosystems in various industries; the development of transparent standards for use in the service sector.

European projects for the development and research of new components and systems and the concentration of research in such areas as tourism, hotel and restaurant business, recreation, leisure, etc. are also important components for the development of the Ukrainian economy.

In order to ensure the effective participation of various priority areas of the Ukrainian economy in the European research and innovation space, it is important to develop its own scientific digital infrastructure.

"The development of scientific digital infrastructure (for science and education) is also crucial for providing open access to scientific data and knowledge, further commercialization of research, innovation, products and services. New knowledge and development, carried out at the expense of financing from the state budget, should be openly accessible and become an achievement of society as a whole." [3, p.]

At the same time, the lack of access to world scientific digital infrastructures - to the world of knowledge, computing services, consulting, research in the fundamental and applied spheres - negatively affects Ukrainian science as a whole, is a significant constraint for domestic scientists, educators, engineers and civil servants, and does not allow to evaluate the possibilities of Ukrainian science, to search for options for cooperation within the framework of international projects, etc., in particular, in those areas which are related to digital technologies.

Connecting Ukrainian scientific digital infrastructures to the European cloud of open science and European data infrastructure will give an impetus to solving topical Ukrainian scientific problems with minimal use of state resources.

Ukraine recognizes the value of the use of digital technology transformations in educational space. Significant progress in the implementation of personalized education, increasing willingness to continue and obtain a new higher education, links between education and the labor market, lifelong learning, etc. is of great value to communities.

Strategic changes that take place in educational institutions and organizations in digital technologies require improvements to our current systems of education.

Digital transformation will become the basis for the life of society, business and state institutions of Ukraine, subject to the transition to a "digit" [5]. Digital literacy (or digital competence) is recognized by the EU as one of the keys to full-fledged life and human rights, therefore, the Law "On Education" states that the formation of information and communication competence is mandatory.

In view of this, a number of events were organized and conducted within the framework of the Ninth International Exhibition "Innovation in Modern Education" and the Sixth International Education Exhibition abroad "World Edu - 2017" by the Department of Digital Education and ICT of the State Scientific Institution "Institute for the Modernization of the Content of Education" on the use of digital technologies in education. This will help to ensure the right of everyone to life-long education, equality of access to education, regardless of the place of study.

"Digitalization" should be seen as an instrument, not as the end in itself. With a systemic government approach, "digital" technologies will significantly stimulate the development of an open information society as one of the essential factors for the development of democracy in Ukraine, increasing productivity, economic growth, job creation, and improving the quality of life of Ukrainian citizens. "Digitalization" of Ukraine will require new forms of solidarity, partnership and cooperation that will help to increase the economic effect, intensify business activities, tax revenues, GDP growth, improvement of monetary system, inflow of new investments, etc.

Based on the analyzed documents on the creation of "digital" spaces in Europe and the world the basic principles of "digitalization" of Ukraine are formulated below. Compliance with these principles will be crucial for the creation, implementation and use of the benefits of "digital technology."

The prospect of digital technology is that it can meet the needs of each participant in the educational process. This technology easily responds to inquiries and environment changes:

- searching for content according to interests;

- satisfying the individual pace and level needs;

- constant modernization of the youth culture style and forms;

- connection of educational and production activities.

Digital technologies represent a paradigm shift with exact and multiple influences on the nature of knowledge in society and, consequently, on the nature of the educational environment.

As it is stated in Digital Advent Ukraine 2020: "Digital education is the unification of various components and cutting-edge technologies through the use of digital platforms, the introduction of new information and education technologies, the application of progressive forms of organization of the educational process and active teaching methods, as well as modern teaching materials. "[5].

The modern personality in the educational environment receives satisfaction from the motivated information and the enthusiasm of the educational process and constant personal support to maintain the pace of learning and its level so that they feel involved in the educational process. A person involved in the educational environment, which must be compatible with social culture, should have a long-term perspective in life-long learning.

The main directions of educational digitalization are aimed at:

- creation of educational resources and digital platforms supporting interactive and multimedia content for the general public access of educational institutions (EI) participants, including tools for automating the main processes of educational institutions;

- development and implementation of innovative computer, multimedia and computer-based learning tools and equipment for creating a digital educational environment (multimedia classes, research STEMcenters of laboratories, inclusive classes, mixed learning classes);

- organization of broadband Internet access for participants in the educational process in the classrooms and auditoriums at the EI of all levels;

- development of distance education with the use of cognitive and multimedia technologies [3].

Social and cultural transformations in the era of digital information and communication define the informational and educational environment in the new context of continuous professional development. The continuity of the educational process of educational institutions needs to be united into a single network, which provides the opportunity to cross the traditional institutional, sectoral and even national boundaries.

Colleges and universities increasingly see the need for transparent and open engagement of students in the educational process. Digitalization of the educational process provides the opportunity to transform theoretical knowledge of the participants into practical skills.

Nowadays, one of the electronic platforms is "Universal Educational Space "Accent", fully adapted to the current educational digitalization conditions and contains web-tools for creating and implementing an authentic electronic environment (web-prototype) of an educational institution, that is mobiSchool (http://mobischool.ac-cent.com/) [7]. "Universal educational space "Accent" is a dynamic, adaptive Eenvironment, the world of virtual 3D-technologies. Its advantages are cross-platform, lack of purchase of additional equipment, the possibility of functioning on gadgets of various aging status, preservation of the integrity of the institution's educational system, technical and methodological support.

Created on the basis of mobiSchool eenvironment now successfully operates in many educational institutions: National Pedagogical University named after M.P. Drahomanov, Kyiv University of Tourism, Economics and Law; Kryvy Rih center of professional education in metallurgy and machine building; Educational and training complex: private gymnasium "Apogee"; Berehievsky Professional Lyceum of the Ambassador's Area; Communal Higher Educational Institution of the Kyiv Region Council; Kamianetz-Podilskyi National University named after Ivan Ohienko; Rubizhne Industrial and Pedagogical Technical School (RIPT) and others.

The introduction of the resource into the educational system of Ukraine has the following social effect. 1) ensuring access to education for persons residing in territories not controlled by Ukraine; 2) the real provision of access to quality education, including those from depressed areas; 3) the creation of training opportunities for people who are physically unable to attend educational institutions, those with special needs; 4) creation of conditions for specialized distance learning.

Conclusion: Ukraine has all the conditions for education digitalization, which will bring it to a higher technological level of development, namely:

- ability to develop and implement information and communication and digital technologies in the educational process;

- access to education during the life of specialists in various spheres of life and economy;

- sufficient level of system integration of technological products and services - from designing to integrated implementations of various technologies, software and hardware;

- creative culture and ability to generate ideas.

This Concept is the first step towards stimulating the domestic consumption, introduction and production of digital technologies, containing the vision of transforming the economy from traditional to the effective digital one, identifies the first steps to implementing appropriate incentives and creating conditions for digitalization in the real sector of the economy, society, education, medicine, ecology, etc., challenges and tools for developing digital infrastructures, digital acquisition of citizens, and identifies critical areas and projects for digitalization of the country.

Based on the foregoing, there is a need for introduction digital technologies throughout the entire education system, which requires the formation of the digital competence of the management of the economy.
