Abstract

Based on "Creating Sustainable Villages," this study aims at improving residential facilities and revitalizing the area at Tojeong-ro 4-gil of Hapjeong-dong, Seoul. It is urgent for the area to improve roads and housing conditions because old houses are too many and cars are hard to get through in this area. Researchers also seek to expand the meaning of the alley ways through the connection of the surrounding infrastructure, recreate them as a creative culture axis and link them that have been cut off due to extreme level differences within the land. We will also present ways to form a community with tourists and villagers who will come to the creative culture festival as well as ways to achieve self-reliance.

Абстракт. Основанное на концепции “Создания устойчивых районов”, данное исследование направлено на улучшение жилых зданий и восстановление района в Тод- жон-ро 4-гиль Хапчон-донг, Сеул. В районе должны быть срочно улучшены жилищные условия и состояние дорог, так как в нем преобладает старая застройка и затруднен доступ автомобилей. Исследованием также предлагается расширить использование переулков, которые были отрезаны от района из-за сильно разнящихся отметок уровня земли, соединить их с инфраструктурой и сделать их осью творческой и культурной жизни.Также предложены пути формирования туристического кластера для проведения творческих культурных фестивалей вместе с местными жителями, и формирования самостоятельности района.

Introduction

The area of Tojeong-ro 4-gil, an aging village near Hapjeong-dong, was selected as a 5eow/-style alleyway regeneration project supported by Seoul metropolitan government. The 5eow/-style Alley Way Regeneration Project is a small-scale, on-site and on-site-close-to-use project along the alley, unlike the existing Urban Regeneration Project, in which certain areas, such as urban renewal areas, were designated as large-scale demolishing project. The targets are living alleys within 4 meters of width, alley shops within 10 to 12 meters of width, and walk-oriented alleys. Under the 2030 Seoul City Master Plan, the local government has set a goal of linking universities around Sinchon and Hongdae and of bringing the creative cultural axis into the Hangang River at the southwestern region of Seoul where thermal power plants are located. This study proposes the regeneration of Tojeong-ro 4-gil area where was selected as 5eow/-style alleyway regeneration project in connection with the 2030 Seoul city master plan using the redevelopment of thermal power plants¹.

1. Site analysis

1) Physical Analysis

The site is located at around Tojeong-ro 4-gil, Hapjeong-dong, Mapo-gu, Seoul, and the area is about 17,000 square meters. The alleyways designated by Seoul metropolitan © Чхве Ран, Ан Джонгхун, Чо Ёнгхун, Ким Дэйк ,2020

government are about 1,600 meters long and 6 to 8 meters wide. As a first class residential area, the area should obey floor area ratio of 150% and building coverage ratio of 60% and has a four stories high limitation by law. Most of buildings and alleys were undergoing obsolescence with 4 vacant houses. Streets in the area were crowded with illegally parked cars, making it inconvenient for vehicle traffic. Difficult passage of a narrow driveway and the impossibility of big vehicles entering the town make the residents to feel the disconnected from outside. In the case of aged old town areas, poor building materials like boards, panels, and Styrofoam were adopted to protect the winter cold wind, and the inhabitants' passage is difficult by all kinds of miscellaneous things' being piled up at the alleyways between housing.

2) Interview with residents

Interviews were conducted with representatives of residents, with chief person at the village, and with some residents. Most residents were aware of the thermal power plant's regeneration plan that the existing power plant will be recreated to new cultural plant, and were actively communicating with the district office through the residents' council. Most residents were supporting the village's new parking plan and alleys improvement plan and they demanded that safety issues in village should be resolved, and they were hoping for an underpass or a lift so that they could move directly to Hangang River from their village. It is also be known to researcher by interview that there was a strong awareness of the smoke from thermal power plants, and that there was no room for residents to meet, so residents' meetings were being held at a nearby cafe.

3) SWOT analysis

Since high levels of community participation in the regeneration of alleys or villages are very beneficial, we sought various ways to improve the aged environment, to improve the aesthetic and the safety factors of the village, and to accommodate the needs of residents by utilizing the thermal power plant's regeneration project and the 2030 Seoul City Master Plan.

2. Proposal

1) Establish the Planning Direction of the Village

We proposes the facility like community center which will allow villagers to engage in community activities together, and proposes the programs which will enable residents to improve their living conditions, i.e. self-sustaining through planning and improvement of street environment and the aging houses. And we propose that the "Creative Culture Festival" shall be extended to the alleyway to evoke the atmosphere of the underdeveloped village.

• Community Center Using Vacant Houses

• A basic technical training program will be provided so that residents can repair houses and improve the aged village environment by themselves considering the aged village. It consists of a classroom for training and a public room for hands-on practice

• Business Planning Using the Residents' Value (Knowledge Property)

• We plan a program to create jobs and to engage in economic activities using the talents (specialties) that residents have, and we proposes a self-reliant environment by providing jobs first to those in need of economic assistance and with limited conditions for self-reliance. It will then contribute to the regeneration of the village environment by providing work opportunities in sequence and utilizing the public's beni- fits.

• A Business Plan Using the Creative Cultural Axis

• We introduce the Creative Culture Axis (Hongdae Infrastructure) to the village, and plan a program that will allow villagers to design and produce goods and conduct economic activities towards tourists through the education by the Hongik University's artists. The opportunities to engage in economic activities will be given first to people who are in financial difficulties so that they can stand on their own feet. Public incomes and benefits can be utilized to contribute to the regeneration of the village environment.

Alleyways with dark images such as narrow alleys, waste products stacked on the side of the road, and tangled electric cables shall be improved so that they can be recognized as a part of creative cultural axis. Through these procedures, alley roads can be regenerated so that residents and tourists want to walk through alleyway expansion, environmental improvement, CCTV installation, street lamp installation, reclamation of wire and painting of walls and fences.

3) Parking problem

Then inconvenience in driving and parking in the village will be improved through the road expansion and parking area's designation.

4) Internal Community Center

We suggest the internal community center as a facility to educate residents so that they can grow on their own. And we plan a program which enables the residents to solve the old area's problem by themselves and we propose this community center shall be used as a facility to maintain the repair of village and to accommodate tourists and visitors

5) Outer Community Center

We suggest the outer community center through the using of existing vacant land and the renovation of Yangji House across the alleyway and we suggest that this outer community center can be connected with the inner community center. In essence, this center is planned as a facility to be used by residents, which can be utilized as a conference room, video room, etc., and this center can be used as a building to accommodate tourists and visitors coming from the creative culture festival, and to carry out the village industries such as Goods.

6) Community Bridge

This bridge includes the program of extending tourists' approach to old town areas from exterior community center, of selling place of Goods, and of providing the multi-purpose hall through the renovation of Yangji House and the use of the roof layer of Yangji House. This bridge will function as a core of local industry through the extension of the green yard which was planned at the slopes and the extension to the underground regional industrial facilities.

Conclusion

We propose the reconstruction of the village along Tojeong-ro 4-gil of Hap- jeong-dong, Seoul in connection with the redevelopment of the Dangin-ri Thermal Power Plant and the 2030 Seoul City Master Plan. Through education, the villagers will be able to improve their aging old houses, to maintain and repair their villages on their own, and to get self-reliance ability through village rehabilitation projects using local values.
