Another common corrupt practice by the Russian police is collecting bribes in form of dues from victim's business locations. This could be Brothels, rented apartments, hotels. They serve as protection for the business and victims, they give them classified information as to when a serious search will be done in the area, It was commonly said that whenever the business place (Flats/location) is to be busted they get information ahead and they police will barely find any victim (Mazur, 2010). Similarly, whenever a client tries to misbehave, they might have the police who oversees the environment informed and he deals with such clients, by this way the clients are always cooperating and the risk on victims is considerably minimal unlike when the victims are to go to the houses or places where their services is needed most times they work in fears and the deals are never done sincerely.

It is imperative to state here that some other factors has been identified to have been facilitating the human trafficking circle, this is beyond corruption. The institutional structure inherited from the soviet union times by having a central but complex controlling system, the MVD (Prosecutor General) and the Prokuratura are the major bodies responsible for the enforcement of human trafficking meanwhile the task is separated at the local level between the operational investigators known as operativniki, they transfer the evidences found during the investigation to the Sledovatel who is the criminal investigator. Whose main function to classify case based on the available articles (McCarthy, 2010). The complication of the activities of the sledovatel who has independent role to play with MDV on one hand and the Prokuratura on the other hand is a major setback because human trafficking cases are in most cases not classified as one because it depends on the aggravating risk involved. Similarly, the jurisdiction between the FMS (Federal Migration Service) Federalnaya Migratsionnaya Sluzhba and the MVD/Oprativniki, is a major challenge to tackle human trafficking because the FMS looks for boarder violations while the MVD investigate and uncover crimes. Little (McCarthy, 2010), to buttress on this most of the victims of trafficking especially those engaged in sex slavery had automatically are seen first as law breakers who violated migration laws in other words they are criminals, little wonder why the traffickers are not always apprehended since the victims are condemed already just on that basis.

McCarthy states that:

“Russian law enforcement had been seeing human trafficking-like crimes for years before the trafficking laws were on the books. Rather than ignoring them because there was no law, they would attempt to fit them into existing articles of the criminal code, including: kidnapping (Art. 126), illegal confinement/deprivation of freedom (Art. 127), organization of a criminal group (Art. 210), recruitment into prostitution (Art. 240), organizing prostitution (Art. 241), distribution of pornographic materials (Art. 242), and falsifying documents (Art. 327)”.

5. FINDINGS

5.1 Pre Trafficking Background

This research sampled the experiences of 40 victims; basically 38 of them are from Edo State, while a victim is from Kogi and another from Delta state respectively. One common feature is the fact that they all live in Edo state. Apart from one of the ladies who had admission already into the University of Benin, most completed their secondary education, in actual fact one continued a University program upon her arrival here before she was forced out by her madam. Others were working with little income and most still serving as unpaid apprentice. All the victims came to Russia with Russian student visa; only one victim used a Belarus visa supposedly for a Hockey sporting event which she never attended before entering Russia by Train. Another common feature among all of the girls is that they are all from poor homes with bad family backgrounds, separated marriages was common and most seeing their parent as incapable to providing for their needs. None of the girls interviewed claimed to have been deflowered in Russia apparently few agreed to have done abortion before coming, only two agreed to have been in the prostitution business before taking the decision for overseas sex job. Only one of the girls interviewed had a baby here in Russia who was later smuggled out of the country, some had babies before coming to Russia but most have not experience of child birth.

5.2 Recruitments

The concept of recruitment is done through a high level of networking where by the victim is known directly by the recruiter or by a relative or the recruiter is on contract to look for an interested person (victim). The direct contact lives in the neighborhood, friends at workplace, religious homes, and boyfriends. All the victims agreed that they wanted to travel abroad and they were looking out for the opportunity to come by, although most of the victims had no idea about the Russian economy only few of the ladies claims not to know about the work to be done here, while most of them are told bluntly what they will be coming to do, for they were not told out rightly but they understand that is what they were coming for, a victim told me that the recruiter had told her that since she is a stylist the madam has a salon where she will be working and she will be paid $200 a month while she remit $100 as part of their agreement and keeps the remaining $100 for herself. In most cases traveling documentations and transit cost are covered by the exploiters but 3 of the girls had done their international passport by themselves what is known in this situation is the extent of the anxiety of the victims this is not also unconcerned with the better life they were told would enjoyed in Russia. All the ladies are not aware that the currency of Russia is not dollars but rubles. Another information worthy of note in the recruitment stage is that all the victims are never told the amount they would have to pay in naira the Nigerian currency but in dollars, most of the victims said they would have backed out if the bargain were done in naira which will be too huge and discouraging while some said they would still come because the recruiter had sweet talked them about how easy it is to pay back the money charged in less than one year.

The agreed amount a victim has to pay back varies from the year of recruitment. Although, one still wonder what dictates the increase in the cost on a yearly basis. The number of people in the circle and the amount spent on the trafficking processing increases and the cost to be paid by the victim increases respectively. One victim who had to pass through four family members including the madam, brother (a pastor who prepares the oath) and the other brothers as middlemen paid $55,000 in 2013, another victim who came with Belarus visa and entered Russia via train paid $40,000 in 2014.

The table below gives a rough idea of the cost to be paid and the year of recruitment based on the victims interviewed.

5.3 Stages and administrations into sex slavery

The administration of human trafficking from Nigeria to Russia is done in bit a division of labor style, handled by professionals who understand their roles perfectly to an extent of creating alternatives when the need arises. The contractors are high ranking academics, law enforcement officers, family members, priests, touts just to mention a few. The figure below explains the administration stage.

Almost half of the victims were linked up on the same contact kingpin who is a don at the University of Ibadan the premier university in Nigeria. The university don has a strong network with established relationship at the immigration center and the Russian embassy. Most of the client who came under the contract of this middle man claims that he has an established office with a secretary doing the illicit business as if it is legal. Victims under the net of this don gets a University admission in Russia but have different experiences when it comes to visa collection, for some they will have to get the visa with an interview process, for others it is done in proxy. In any case, the passport with a visa is collected from the victims and asked to come in a letter days.

The chain of corruption of human trafficking from Nigeria to Russia would have been impossible without the co-operation of some universities in Russia that continuously gives admission and invitation letter to the exploiters to bring in their victims as students, often after being paid about $500, in most cases these victims might show up in the university to get their visa extended or never surface at all, the school pays no attention that the student are not showing up. The Russia migration law shapes the decision of the Federal Migration Service FMS to continually give out invitation and supporting traveling documents to the university upon request. The supply of invitation of visa could only be restricted by the FMS of it is proven otherwise in the court that a university is conniving with traffickers to execute the illicit movement, this particular process is well manipulated by the traffickers right from Russia, while the visa collection is taken care of by a professional (Kehinde, 2017).

I have been told by most of the victims trafficked to Russia, in the interview, they most of the victims claims never to have visited the immigration office, this is very interesting to know because it is almost illegal for a person to get an international passport in proxy but this has been a common strategy implored by the traffickers, immigration officers connive with the traffickers to get the international passport without physical appearance of the victims. Most would suspect that if such a victim mostly underage visits the immigration office, there would have been a form of suspicion and indication that trafficking is about to take place somewhere and somehow.

Discussion over the collection of international passport from the Nigerian immigration service draws ones attention to the fact that the traffickers have build some strong channels in some specific immigration centers. One would believe this because most passports used for trafficking of these victims were gotten from the Edo State immigration command. The implication of this is that the traffickers have bought some officers trust and they are all aware of the operating system and dynamics of the HT.

It was also common to see most victims intentionally falsifying documents that they gave wrong information while filling the immigration application forms, most time the ages on the passport are increased to cover any suspicious act of an underage being a potential trafficked victims. This often happens when the traffickers does the international passport for the victims in proxy, because the traffickers are well connected and updated they know what could be a possible threat or gap in their business so they in most cases tries to perfect their deal with the immigration officers to avoid being apprehended. It is important to know that human trafficking is carried out under a very strict secrecy rule. Under this pattern passport are not given to the victims until when it is time to get the visa to embark on the unknown journey. The major difficulty of giving wrong information of age and names is that it affects the anti-trafficking organization who are working to get the documents of the victims for easy exit out of the Russian Federation a problem to identify an actual victim, added to this there have been recorded case where rescued victims becomes so confused when asked their names and ages, in most cases they give a figure but would be unable to give the accurate year and date. Closely related to this, one of the trafficked victims confessed that her International passport did not capture her name, giving more explanation that her major trafficker (madam) had earlier requested for a girl but the terms of agreement was not well coordinated and reached, considering the financial implication involved the benefactor decided the switch her photographs on the international passport being the name of the former lady, when asked how that was possible, she does not have an explanation for that because she did not show up at the immigration office in Edo State, this is a clear form of conspiracy between the traffickers and the immigration office.

Another case worthy of discuss is that of a victims that had not only flew in from Nigeria to Russia with a fake Nigerian International passport but also with a fake visa on the international passport. One begins to wonder how this could be possible. Upon receipt at the Moscow airport, the victim was delayed because of the passport and the Russian Immigration officials suspected some foul play after for several hours, she was allowed to move into the country.

In other cases, when victims show more financial capabilities or the traffickers direct contact is unwilling to take the burden so they victims goes ahead to do her passport herself, in this type of situations, accurate information are likely to be entered on the international passport or altered upon directives from her benefactor.

Similarly, because of the established networks of traffickers within and outside the country, the traffickers are open to wide ranges of options to get their passport and visa; this is not limited to obtaining a foreign passport in most cases from some francophone countries African countries two known cases were Senegal and Cameroon. It is quite unfortunate that some victims have to go through neighboring countries, not what you think, no not to Italy or Europe as many writers have articulated, they are still on the voyage to Russia, they might not go through the Ngala or cross the Sahara desert or the deadly oceans. Surely, they get this passport in less than a week through their host network. Two victims had confessed that they got their international passport from Cameron and Senegal respectively before boarding a flight to Russia, a francophone country, yet this was possible because of the perfect networking across borders.

Unlike the route through the Niger, Libya, the Sahara desert and the crossing of the Mediterranean sea, the route from Russia to Moscow is mainly by air. This is not to negate the fact that Russia's boarders are unsecured allowing free flow of persons to enter into the main country.

Transit

The transit is usually done alone in most cases where the victim has to fly into the Russian Federation and they are accompanied by someone to clear the immigration process for them. Victims might come in 2 or 3 it depends on the demand and arrangement made by the exploiters. Six of the victims interviewed claimed to have come with other victims on the same flight. It is shocking that their arrival at the Moscow airport might be the last one if they are not owned by the same exploiter. 2 of the victim told me that their exploiter sold the victims they came together with at the airport to their friend or colleague in the business.

Reception

Like said in the previous chapter that human trafficking is done in bit and that has some major challenges posed to the anti-human trafficking crusaders. At this stage the victim had left the shores of Nigeria to Russia, in most cases someone who either is assigned by the benefactor to pick the victim, exploiters fiancй, friends or a taxi driver, or the exploiter (madam) does the reception herself. At the first meeting victims have a warm welcome from her benefactor, most of the victims told me that the first statements spoken by the benefactors who has not met the exploiter before is “Oh! Na you” meaning “Oh! It is you!) . The most common action is the seizure of the international passport at the airport. This is the beginning of the sex slavery journey for every victim because the victim has been stripped off her legal medium of identification.

5.4 Religion and Human Trafficking (ATR Ojuju)

Nigeria is a very religious country, and one cannot overemphasize the role of religion in HT, Human Trafficking as it own religion which has been used to create a high level of loyalty, trust, moderation and authority over the parties involved, in most cases as related to human trafficking between the victim and the exploiter (Madam), victim and the family member of the exploiter. It is a common phenomenon in the recruitment stage in keeping victims in perpetual bondage, which often frustrate investigation and persecution of traffickers and protection of victims by anti-human trafficking bodies is the concept of African Traditional Religion, it has also been referred to as Juju (Ikeora, 2016). The oath serves as a spiritual agreement entered by the victim and the benefactor who might be represented by contractor mostly a trusted ally, it is believed that the oath is effective and efficient than entering into a legal or written agreement. The initiation begins the process, it is mostly done in shrines where most of the ladies have to submit the victims pants, nails, public air is collected by the priest and in most cases the initiation is completed by taking a local gin, with or without cola nut and the throat of a chicken, sometimes the blood of the chicken is mixed with the local gin (Ikeora, 2016). Also, two of the victims told me that they got incision on part of their bodies, often on legs and chest, they claim they got the incision not only as oath at this point but to serve as a protection to evade the apprehension of the law enforcement agents at any point in time. Two of the victims had told me that their initiation oath was taken in the church under the watch of a pastor. Because the trafficking system is believed to be governed by this ATR, the victims always want to abide by an existing agreement reach because of the belief that the consequences would be outrageous not only on them but the affliction it would cause the victims family (Ikeora, 2016). The content of the oath is not far from holding the victim to a level of obedience as to pay up the debt in full, enclosed information to security agents and avoidance of a boy friend.

At this junction, I would like to state that though the ATR (Ayilalah) is the binding spiritual force throughout the trafficking process, the exploiters and victims in the case of Russia sex trade, still proclaim to be Christians. A victim informed me that there is a particular church where sermons on how victims should repent and fulfill the agreement made in the pre-trafficking stage is mandatory as God honors agreement. In other words victims are guilty to escape the Trafficking Circle except they fulfill the agreed payment. Furthermore, the ATR is also seen as effective even overseas, the madam regularly consults family members who usually go perform some rituals to make the sex business boom. It was very common among the victims who had completed payment of dues to say that, they have faced several misfortunes after paying off madam. They believe it from the angle that no one is going extra miles for them to prosper in the business. I have also had victims that escaped their madam say they will be going to get their pants or picture from the shrines where the oath was taken because they still believe in the efficacy of the ATR.

5.5 Sex Slavery

I will be discussing my findings on sex slavery acts discovered during the research. I will also be giving some specific cases not necessarily meaning that these cases are exceptional because slavery is slavery in the sex trafficking business and because it can never be measured accurately in the manner where and how it was carried out.

Upon arrival, the victims might be meeting their exploiter at the popular cafй mostly mentioned meeting points apart from the airports were KFC and McDonalds or at a friend's place.

All the victims claimed to have an informal training and orientation about the sex trade. The training includes, the cost and collection of payment before services, how to fix condoms, how to satisfy the customer, how to identify and escape from an irate customer, how to record the debt payment in a book, what to say if apprehended by the law enforcement agencies and so on. It was also common to place the new goods (victims) on internet for advertisement often known as “Reclama”. Almost all the victims claimed to have taken a nude picture or with an almost half naked clothes for advert purposes and are given new names to bear on this site. The victim is sent to the place where their services are needed in high demand this determines whether they will be in Moscow or in other city. There is no strict restriction of sex mobility in this sex slave system because the exploiter determines where best the victim can work enough to pay back their debt. 4 victims informed me that they were often placed among another exploiters victims flats if the place is secured and profitable but pays charges as house rent to their host.

The sex business place is not the same with all the victims, some of the victim sticks to one or in other cases combines all the forms. In the Russian sex trade vocabulary such as house runs, bush runs, road work, hotel and club work. The house runs(Brothels) typically means that there is a flat that is used to run the sex business, clients often come in to get their services, identify the best girl they want and pay the madams on negotiations determined by hours and type of services the clients demand (Anal, Oral, Canal and Unprotected sex), the Russian police are aware that such a business is going on in such an environment but they do not attempt to stop the business because the exploiter pays the Russian police in charge of that neighborhood on a monthly basis, in actual fact, this explains why most of the victims interviewed claimed that the house runs is the safest sex trade because they do not have to be apprehended by any police for not having document in transit for a deal, the clients always plays by the rule because the Russian police helps them to coordinate irate clients, also they give them information ahead of a future visitation by higher authority giving them room to escape arrest.

The road runs (Street) is done by standing at a particular location where victims are picked to a place as determined by the clients, also the Russian police are aware of the business and location spot of the sex workers but they also make a monthly payment between 500 to 1,000 rubles. The client has to inform colleagues or madam about where the clients is taking her to, the madam gives the cost per hour and days and the clients makes decisions. This is always very dangerous to the ser worker as the risk of being attacked or abused is very high. A very common phrase made by most of the girls when describing their place of business to deceive individuals that are not supposed to know about their illicit work place is “I dey go Shop”.

The Bush runs (Escort) is done by placing an order on the reclama sites, where the clients surf the internet to see the suitable sex worker, this mean that the client would invite the victim home or somewhere, the madam does the negotiation on pricing and timing, calls a taxi, sometimes accompany the victim to the place while waiting in the taxi. Here payment is only paid at arrival, although the sex worker gets her money upon entering the room.

Almost all the victims that engage in such type of sex business have been attacked, raped, and abused by their client as this pattern does not give a fair deal. There are different reasons why the deal is unfair and dangerous, most times, the madam might send a different lady that was not chosen by the client initially because they believe most Russians cannot differentiate black ladies also when a white lady is used on the site it becomes more obvious, in some cases they have their way but most victims with such experiences said the client might send them back which means the cost of taxi will be covered by the victim adding up to her debt and the client becomes hostile and disregards the bargain, or decides to call friends, demand unprotected sex or anal sex, sometimes the sex worker might be abducted for several days. Although risky, the sex workers admits that the escort job if executed as planned is always very lucrative as they could charge between 2,500 rubles to 3,000 rubles per hour and between 4,500 to 5,500 rubles per hour and a night would not be less than 7,000 rubles for six hours.

The club runs is done as the sex worker is placed to work in a certain club or hotel by the madam, she is expected to work and pay the club fees, and remit money gotten from the clients to the madam. This type of sex trade is mostly profitable in terms of protection of the victim. The victim does her advertisement to clients of the club almost naked, giving a lap dance and lure clients to select them for a fixed price per hour. The money is shared between the hotel management and the client's madam, a victim involved in this said she the management gets 750 rubles from the 1200 rubles charges of one hour. My finding shows that most of the girls who work at the hotels and club places have high possibility of complete the payment of debt earlier.

Similarly, most of the girls in this category had informed me about how they made so much money from clients on free will. A independent victim (She is free from madam and does her business independently) had told me that two month after she arrived Moscow as a victim, she was selected by a Russian client and other 2 Russian sex workers, the client did not make any attempt to have sex with her, considering the term of agreement for the overnight business that ends as early as 6-7am, she decided to approach him around 5am to have sex with her in other to get paid, but the client asked her not to worry he will give her a complete money. It was surprising to her that the client at the expiration of the agreement gave her not only her overnight dues but gave her an additional bonus of $15,000, she kept the money secret from her madam and sent it home to build her first house. Another victim with similar experience claims that what made her completed her debt agreement of $45,000 before two years was because every extra gift gotten was handed over to the madam because she was aiming at getting independent earlier, however, upon the final payment she was unable to sustain herself in the business, seeking help to go back home since all she has made after settling her madam has been squandered by her immediate elder brother who knew how she was trafficked to Russia in the first place and still wants her to remain in the business.

5.3.1 Cases of Sex Slavery

At this juncture, I will like to describe some cases of sex slavery that I followed. It is a common phenomenon that sex workers mostly Nigerians have been beaten by their clients and madam; However, I will not be using the names of the girls in my analysis, the situation of most cases happened because there were gaps in the government policies and the works of the anti-human trafficking bodies. The case of a lady who said she was deceived to come and work in a supermarket here in Russia, admitting to refund the traveling cost of $40,000 was cut short when she arrived in Russia and the reality of prostitution surfaced. In one of her deal to serve a client, she was forced to have sex with 8 other men, but these men decided to request for an unprotected sex with her with she refused, she was beaten and eventually thrown from the fourth floor of the building, the victim broke her hip and was returned back home on wheel chair. Often, whenever I asked victims have you been beaten, the laugh and say it's a normal thing, if you do not want to be beaten, you have to corporate with the demands of the clients.

In one of my recent interview with a 24 years old victim, she narrated how she was invited by a client to his place, on getting there, she was made to wait for a while in the taxi until the clients mum when out of the house, eventually when she went in with the client, as a normal procedure of Pay-Before Service, the victim received her payment for the first one hour and the service was delivered as agreed, this victim was the first person to reveal to me that there are specific skills learnt on how to keep monies safe from the unknown clients since the business is done under distrust. She went further to narrate that she normally kept her money in a condom, and inserted in her private part. As a sex worker, you must be smart and think ahead of what a client in Russia might do to you, this is because Madams would not entertain an excuse for not coming back home with the agreed amount, not forgetting the fact that a taxi has been paid already, bursting a job is not good for the Pay-Girl, she said.

Still discussing on the same victim's experience, after the first escapade, she was about to dress up when the client requested for more time, this time she noticed four other men showed up at the kitchen showing no interest, at that point she began to feel very uncomfortable, but her initial want another hour which she requested another money but this time he said for free, she bargained for half 1,000 rubles instead of the initial 1,500 rubles as she complained that the more hours she stays out with clients the more money she needs to remit to her madam, upon agreement the client said the other 4 men will have to get involved she refused this time one of the men said “you are lucky, if you were in my own flat you will dare not say this shit else you will regret it, the men asked her to refund the initial money she received upon hearing that statement she knew something would happen and she ran out of their presence, they all chased requesting for the money and while beating her, they searched her purse but could not find the money, she was threatened , she had to extract the money and give it to them but in an attempt to rape her and her continuous struggle with them, she was thrown out from the window nakedly, she landed in front of 2 elderly women who were shocked first to see a black girl on the floor naked, they could not come any close, the women were opportune to see the flat where the young men threw her Purse from the same window.

A fellow Russian who was trying to clean his car saw her and quickly got a dress for her while asking her questions undergoing the pain, her clients and the other young men arrived the scene and threatened the man, as they left the man informed the Russian police, who came to the scene of the event, took her in the car on their way to the station, she put a call through to her madam, who asked her to escape from the security operatives at all cost, she did as told, unknowingly to her the policemen had gone ahead to wait from where she would exit from and so ended up at the station but this time the police were confused on how to go about the case, recall that in the previous chapter, I enunciated that the Russian police does not in most cases know how to treat cases of human trafficking, the victim was allowed to go later in the day.

The Marxist Feminism is the best way to explain this victim's ordeal because, even after going through hell, the madam is more interested that she remains being exploited while the victim was thinking on how far she has paid and how soon she will get her independent, eventually, this victim completed the $45,000 agreement she made.

Another victim narrated her case, while she was working as a sex slave for her madam, she was diagnosed to have a hole in her womb, and she needed to undergo an operation which was necessary because her menstruation seized for a long time. The victim informed the madam her health condition, so she decided to start saving some personal money for to solve this health issue. On a fateful day, the madam asked her to go service a client, upon arrival the client decided that he needs anal sex, so she called to inform the madam about it since she had told the madam from the inception that she does not do anal sex, the madam became so angry and warned her never to come home without the money, insisting that she must do the anal sex, the victim refused defending herself based on her health issues, she left the place but the victim arrival, the madam had gone to her bag where she kept the money for her operation due in few days time to replace the busted deal. When she approached her madam, it was a bitter experience as the madam and her boyfriend pounced on her, that was the straw that broke the camel's back as this victim decided to look for a way of escape, she went to a police officer to narrate her story, this time the police officer was so kind to rent an hotel for her and got her safely to the embassy before she had the operation and was successfully returned back to Nigeria.

Another important case was similar to the previous one was narrated by the victim that was raped by sixteen men demanding for anal sex, during her hands was broken and an operation was carried out with iron to support her harm. Similarly, another lady who refused to allow unprotected sex was stabbed on her laps with knife, she has to undergo an operation.

Mr. Kenny narrated a case of a lady, who has been pleasing her madam by allowing anal sex, few months ago she had anal sex with 8 men and in the process, her anus was damaged she could no longer excrete, weeks after weeks, her stomach became swollen, the victim cried for help and she was operated. Surprisingly, the madam showed up after the operation to claim that the lady must continue to serve as a sex slave because she is yet to complete the agreed payment. This is a clear case of exploitation and greed, the exploiters do not care if a victim dies in the course of bring back money for the madam. Like said the only reason why victims want to remain in the circle is to make themselves independent but in reality this independent does not come so easily, it at that stage when it becomes so clear, that victims would try to escape the from the shackles of the madam, either to stop in genuinely, or to use the anti-trafficking bodies in Russia to escape the circle to get re-trafficked since they now know the intricacies of the business, or become madams or traffickers themselves.

Finally, I would like to say that greed has been the major ingredient of all the actors involved in the trafficking circle, not excluding the victims, Mr. Kenny narrated the case of a victim that had kidney failure and it was obvious that she cannot continue with the sex trade, Kenny decided to help her return home, but the family members, leading this decision was her mum, pleading that the victims should be allowed to continue with the sex business on the note that she has no job to do In Nigeria. This is another indication of greed from the family sides, they do not care what happens to the victims as much as the family could boost that they have a daughter abroad who will continue or would soon be independent to assist them financially.

5.6 Victims, Non Governmental Organizations, Governmental bodies in Nigeria and Russia

At this point, I would like to make a clarification, when I refer to NGOs or anti-human trafficking bodies, it does not mean the whole organization, the way victims sees NGOs is from the staff or members perspective, their dealings and interaction with a staff or member of the team of the NGOs or anti-human trafficking bodies might have an everlasting footprint in the memory and experiences of victims in the sex slave circle. Moreover, the experience of colleagues and families, madams about the various organizations they encounter are used as victim's individual yardstick to describe how they see these organizations.

Findings shows that there are several NGOs in Nigeria and Russia working to combat the human trafficking menace. One importance of the activities of NGOs in this field is that they are better civil, professional and philanthropically coined. It is expected that gaps that the government cannot cover are identified and work towards giving a lasting solution to it. I have explained more about the activities and functions of NAPTIP in previous chapter.

I have been able to identify few out of the many NGOs in Nigeria, is not to say that there are not many others. The WOCON, WOTCLEF, GPI, God Sent Foundation, Pathfinders Justice Initiative, Peace and Justice Group etc. There are also other relevant NGOs in Russia working on the human trafficking field most especially assisting the Nigerian victims to return back home. Some of these NGO's includes Moscow Protestant Chaplaincy Social Services MPCSS, Civic Assistant, Safe House, Helps for Nigerians in Russia, Moscow Service 247 and many others.

Victims and NGOs in Russia

Firstly, some victims see the NGO's in Russia as Helpers that could help them escape the sex trafficking circle; it is believed that when they summon some level of courage with adequate information on how to reach the NGO's in most cases Mr. Kenny via Facebook, there is always a greater a route to escape the threat from the bondages set by the madams. In such a case, attempts would be made to retrieve documents such as international passport and personal belongings of the victims through the corporation of the Nigerian embassy official in Moscow. It is believed that whenever victims' calls for help, they are doing it voluntarily and willing to get repatriated back to Nigeria. The try as much as possible to give out relevant information as to how they were trafficked, and enslaved because they see these bodies as sympathizers partly because they are more of professionals accepting them as victims in the first place rather treating them with disdain.

On the other hands, some of the victims revealed to me during interview that they would have escaped for a long time but they were afraid of a failure of their escape, also there is a group of the victims who believes an attempt to come to the NGO's who mean an end to travel to another country in the nearest future, this groups believes that these NGOs has some international network that could give names and documents profile to embassy officials of other countries. This misconception is always preached by fellow victims and madams maybe as a means to keep them in the circle. They also do not trust the idea to picture taking which some of them believes would eventually be published in the media sooner or later.

Closely related to this, some of the victims are very sensitive about some sexual injuries, they are willing to speak to a female in some instances rather than a male official and in some instances they are willing to speak to a Nigerian national and sometimes a foreign staff of the NGOs based on the issue of discourse.

Victims and NGOs in Nigeria

Although, NGOs are supposed to be accepted with all open hands by the victims, however, this is not generally the case for all the victims as they maintain different positions. Finding shows that some of the victim sees the NGOs in Nigeria as true helpers that understand who they are in the first place and seeking for the victims overall benefits. In this situation, victims tend to open up with more information as regards how they were recruited to the state of being trafficked and enslave, this takes some level of professionalism, in this sense the welfare of the victims are paramount to these categories of NGO's and the regular monitoring of the victim's development in the forms of rehabilitations and reintegration are sought rather than investigative measures. Moreover, the victim are not coerced to speak, they could need just counseling to get them speak about what and how they feel

There are other groups that believes that the NGO's in Nigeria are just money making organizations, interested in using the victim's stories to get financial supports from local and international donors, Osagie Dion, the founder of the God-Sent Foundation as also shared his view about the same issue, alleging that a total of over $200 million have be received and pocketed by some bodies parading themselves as NGO's in Nigeria. My assumption is that victims might have some misconception of who and what these NGO's does, but in reality some of the NGO's are money making ventures, Fatimah, (2017) clearly says that the victims before escaping the sex bondage already have a continuous thought for a long time weighing their options, victims never wants to regret taking an action because of the first mistake they ever have made to even get in the circle in the first instance. In this situation they expect too much from the NGO's expecting something tangible since they believe some financial supports are coming from in most cases unknown foreign agencies.

Similarly related to this previous issues raised are the case of corruption through aide and abetting. Since the victims have a long lasting experience during the sex trafficking circle, the victim have been taught on what to say and to say should in case met or asked any question by an unknown individual. The exploiters goes as far as building their confidence that they have strong networks within the anti-human trafficking groups which includes the NGO's and the relevant governmental bodies, in such case where a victim has had a contact or the mere trust in the words given by the trafficker makes him loose trust for any NGO's that comes across her way in the nearest future. To support this claim, Carmelo Zuccaro an Italian prosecutor had told a Silican Attorney that some NGOs have direct dealings with traffickers, these sets of NGOs frustrates the efforts of security agencies on the field to intercept communication of the traffickers and victims most especially at the borders. In other words, the security agencies are not comfortable with the activities of the NGO during investigation and rescue of victims.

Victims and Governmental Bodies in Nigeria and Russia

Security agencies in the two countries under review are never trusted. It must be said that during the administration stage of making some traveling documents such as international passport where victims get it done in proxy, using official of immigration services and other law enforcement agencies to buy cut corners, that marks the beginning of seeing the security agencies as a custodian in the sex trafficking circle, it should be noted that before traveling to Russian it is mandatory to pass through the National Drug Law Enforcement Agency “NDLES” to get a permit which in normal situations warrants a person to get consents letters, guarantors and other supporting documents. However, the victims have their ways of beating this process either by using internal staff of these agencies or by cutting corners with the Russian embassy officials in Nigeria.

Upon arriving in Russia, the victims get engaged with the Russian police forces who gets bribe from the victims for not having immigration documents and being a the protector of the place of sex business as they police get a monthly dues because of the flats used. Furthermore, upon return to the country, the victims have something running through their minds, during my interview with a victim about to be assisted home, she asked repeatedly for my honest opinion as to know if what she has been told by her sex colleagues that at arrival at the airport in Nigerian, the NAPTIP officials are already waiting for her to be arrested. So the fear becomes more through the series of investigative questions, continuous keeping in the shelters and the possibility of not only punishing her trafficker who in most cases is a family member or relative but also being punished for tarnishing the image of the country abroad .

This simply means that the victims are left with different thought. The earlier the better we understands what the victims think about the NGOs and the security forces or better still the anti-human trafficking bodies the closer it will be to get a fast solution to mitigate this problem that has defiled all solutions over decades.

5.7 Factors mitigating the efforts of Anti-Human Trafficking Combat

There exist huge misunderstandings of the concept of human trafficking between the law enforcement agencies and the NGOs in the country of studies. Although this gap in the sending country of Nigeria is closing gradually owing to the large numbers of NGOs stationed across the country.

There are several NGOs working on the human trafficking issues in Russia (Kehinde, 2017). In the Russian state the different is quite seen and manipulated by the sex traffickers, the concept of who is a victim becomes a substance of dichotomy between the NGOs and the law enforcement agencies (Savelyev, 2017).

One major misunderstanding is the incoherent of the definition of human trafficking in both countries is a major contributor to the human trafficking circle. Also, because traffickers always have their works in a division of labor pattern and not one man deal makes it difficult for the anti human trafficking units to mitigate the illicit trade.

Nigeria, the major supplier has a stronger anti-human trafficking policy than Russia the receiving state, unfortunately, both countries suffers from the illicit trade because of corrupt officials and the victims in most cases enters the traffic circle easily.

Routes

A major gap that are well known and operated by the trafficker in the Nigeria sex traffic cartels is the diverse routes leading to the market place, the market place is the place where demand for sex is needed and the means to reach the market is so porous considering the fact that the networking team know how to beat all the odds that have been put to check mate the trans boarder illicit trade. The attention of the Anti trafficking bodies are well concentrated on this routes by land and sea to Europe undermining a new route which seems almost legally with the fulfillment of documentations that have been met to proceed for transnational journey.

There is more revelation about the journey from Nigeria to Europe, of course majority of the victims are led from Nigeria through, Niger via the Sahara desert to Libya and eventually crossing the Mediterranean Sea to Europe, obtaining a Schengen Visa is a no go area for traffickers, In rare cases this means could be used but it would increase the debt burden of the victim. Nevertheless, I will not dwell on the suicide-like experience of the girls trafficked via this routes which is majorly by land. Almost all of the victims trafficked to the Russian Federation came by Air, landed in Moscow before proceeding to the Train stations if would not be stationed in the capital city of Russia. However, some of the victims are taken to neighboring francophone countries from where they partly get documents before flying into the Russian Federation.

The Anti Trafficking bodies must be willing to do a thorough check on visa carriers at the departure centers and this check must be done individually without compromise. The ages of travelers should be ascertained, a NAPTIP official had posited that the law in Nigeria requires that a person below the age of 18 cannot travel alone but in reality girls below the ages of 13 have been found to be trafficked to Russia, Fatimah also corroborated that in Italy girls of age 12 are brought in by flight where the trafficker claims that they are her biological parents to evade arrests. Also, a light test of education should be done and girls seen to be potential victims because most of the girls trafficked to Russia are illiterate and underage, however, graduate or university students are some of the victim I interviewed.

Administration and Documentation

The ATT must be aware that, it is not illegal in most cases to help process visa in Nigeria. Because there must being too much pressure to control the tout loitering the immigration office shouting for customer / clients, these security agencies have their boys parading themselves as staff paying returns to the security who care less about the illegalities

The NAPITIP, DSS, NPF and other relevant agencies must do a check on this barbaric act of this intentional middle men has they have cause more havoc by allowing children to get travelling document in proxy paving way for human trafficking . More than 26 of the victims inform me that they cut corner either during the international passport processes or during the Russia Visa Application collection.

While the security agencies monitory the prone environment of Edo state, the NGO must not relent in their commitment to share the information to the grass root level, this because most victim are from the rural areas of Edo state. These means that they might not the access to the information or under informed or under informed. The earliest the better the stake holder understand that the human trafficking process is done with individual, handling separate task that is well known to professional level. The division of labor in economic terms explains these better.

Corruption

The traffickers have many ways to buy themselves out of troubles and difficult situation, they get firsthand information ahead of the security, this is due to the international / national/local net work.
