Державне управління у сфері прикордонної безпеки в умовах європейської інтеграції України

Результати дисертаційного дослідження дають можливість розв'язати теоретичні проблеми щодо організації функціонування системи державного управління у сфері прикордонної безпеки, створити основи для подальшого поглибленого наукового вивчення зазначеної тематики, що має сприяти підвищенню ефективності вітчизняної системи державного управління національною безпекою.

В диссертации впервые осуществлено комплексное исследование теоретических и организационно-правовых аспектов государственного управления в сфере пограничной безопасности как составляющей национальной безопасности в условиях европейской интеграции Украины. Определены суть, содержание и методология государственного управления в сфере пограничной безопасности Украины и выявлены особенности формирования системы государственного управления в этой сфере. Исследованы концептуальные основы и особенности формирования системы государственного управления в сфере пограничной безопасности европейского образца, по которой внедряется единая политика в сфере интегрированного пограничного менеджмента. Предложена национальная стратегия интегрированного пограничного менеджмента как основа пограничной безопасности. Усовершенствованы подходы к комплексному анализу организационных основ государственного управления в сфере пограничной безопасности, реализации задач пограничной политики. Выявлены общие тенденции развития государственного управления в сфере пограничной безопасности, базирующиеся пока только на попытках: своевременного реагирования на современные вызовы и угрозы в пограничной сфере; формирования единой сети обеспечения функционирования системы пограничной безопасности; создания эффективного инструмента в борьбе с трансграничной преступностью; мониторинга потребностей в дальнейшей стратегии интегрированного пограничного менеджмента; управления (на наивысшем уровне) глобальными процессами на границе исходя из анализа криминогенной ситуации на границе.

The thesis provides comprehensive research of theoretical and organizational-legislative aspects of public administration in the sphere of border security as an integral part of national security in terms of Ukraine European integration. Notion, matter and methodology of public administration in Ukraine border security sphere were defined, and the peculiarities of formulation of public administration system in this sphere are revealed.

The conceptual basis and peculiarities of formulation of public administration system in the sphere of European type border security, which is the principle for joint policy in sphere of integrated border management implementation, are explored.

The regularities of formation of public administration system in Ukraine border security sphere in present-day terms of state creating are determined.

The scientific and methodological approaches for structure of public administration system in Ukraine border security sphere are improved.

The comprehensive analysis of organizational principles of public administration in border security sphere for border policy objectives implementation is carried into practice.

It is displayed the general tendencies for public administration development in border security sphere, which are based at the moment only on the attempts to: react timely on modern threats and challenges in border security sphere; form the unified network of border security system functioning provision; create effective instrument for counteraction to trans-border crime; accomplish monitoring of further integrated border management strategy needs; manage (on the highest level) the global processes at the border basing on the risk assessment and the border criminal situation analysis.

It is examined the peculiarities of public administration system in border security sphere, components of which are performance of efficient border guard policy, implementation of border guard legislation of Ukraine to European law norms, ensuring readiness of human resources to fulfill assignment tasks, realization of complex of measures on technical re-equipping, achievement of modern condition of border guard infrastructure, introducing of information integration and support of qualitatively new level of border guard cooperation.

The national integrated border management strategy as component of border guard security is suggested.

The author's public administration model of regional segment of Ukraine state border on example of border security at Ukraine-Moldova state border, was elaborated.

The notion of public administration in border security sphere was further developed. It gives opportunity to open principle features and substantial peculiarities of this administration type in terms of Ukraine European integration.

The results of thesis research give a chance to solve theoretical problems of public administration in border security sphere organization, create grounds for further deep scientific study of mentioned subjects. It has to promote the rise of efficiency of national public administration system by national security.

Provisions, conclusions and suggestions of research lay the ground for further deep theoretical study of public administration system in border security sphere on the modern stage of state creation and can be used in the following directions:

- law creation - theoretical ground for suggestions on improvement of national legislation concerning border security in public administration system;

- law application - in order to promote the rise of border security effectiveness in public administration of modern Ukraine. The conclusions of thesis set detailed complex of organizational actions that will give a chance at appropriate level of public administration system in border security sphere;

- scientific-research sphere - principle directions of long-term researches in border security field in Ukraine public administration were drawn. In particular, prospects of border security under conditions of further systematic transformation of Ukraine public administration and strategy of European democratic choice were defined;

- study process - when preparing lecture materials and conducting workshops, writing monographs, books, educational accessories on theory of public administration and Ukraine national security.
