Environmentally safe priorities of forming the national transport strategy in Ukraine today

Эффективное планирование озеленения территории аэропорта состоит из:
* оценки эффективности и затрат при выделении бесплатной земли для объектов воздушного транспорта, а не для каких-либо других социально-экономических объектов;
* оценки целесообразности расширения территории аэропорта, например, для строительства новой взлетно-посадочной полосы;
* меры по мониторингу и сравнению результатов землепользования в различных аэропортах, принятие мер по предотвращению проблем, вызванных несовместимостью прилегающей инфраструктуры и землепользования конкретного аэропорта.;
* расчет целесообразности использования земельных участков, занимаемых аэропортами.
Что касается реконструкции и дальнейшего развития аэропортовой инфраструктуры Украины, то ключевыми направлениями модернизации региональных аэропортов и приведения их технического состояния в соответствие с действующими стандартами и рекомендациями ИКАО с целью обслуживания наиболее распространенных типов воздушных судов можно назвать следующие:
* определение приоритетов проектов реконструкции и строительства аэропортов в соответствии с установленными критериями;
* предоставление финансирования для восстановления аэропортовой сети Украины на основе аудита ущерба, нанесенного транспортной инфраструктуре;
* создание Фонда развития аэропортов как специального фонда государственного бюджета;
* создание управляющей компании или государственного органа для управления аэродромными комплексами, которые были построены за счет государства и находятся в государственной собственности;
* дальнейшая модернизация региональных аэропортов с учетом потребностей людей с ограниченными возможностями и других групп населения с ограниченной подвижностью и обеспечение пригодности инфраструктуры для обслуживания современных воздушных судов, исходя из перспектив увеличения спроса на авиаперевозки;
* реализация Государственной целевой программы развития аэронавигационной системы Украины;
* развитие мультимодального грузового центра в формате государственно-частного партнерства;
* разработка новых технологий, направленных на переход на экологически чистое авиационное топливо (SAF), принятие глобальных рыночных мер по сокращению выбросов углекислого газа (CO2) в рамках Системы компенсации и сокращения выбросов CO2 для международной авиации (программа CORSIA) и т.д.
Что касается реконструкции и дальнейшего развития сектора автомобильного транспорта, то мы можем выделить следующие основные задачи:
* восстановление и развитие сети автомобильных дорог в соответствии с четкими приоритетами государства по обеспечению своей обороноспособности, принимая во внимание развитие регионов, увеличение интенсивности дорожного движения и интеграцию украинской сети автомобильных дорог в европейскую.;
* внедрение современных материалов и технологий, систем управления и требований безопасности дорожного движения для содействия развитию экономики Украины.;
* гармонизация законодательства с законодательством ЕС относительно взимания платы за проезд по дорогам для обеспечения устойчивого финансирования их содержания и ремонта;
* определение источников финансирования строительства, текущего ремонта, текущего среднего ремонта и эксплуатационного содержания автомобильных дорог;
* развитие инфраструктуры и повышение доступности объектов и устройств для зарядки электромобилей с учетом развития технологий зарядки, мобильной связи с доступом к высокоскоростному Интернету на дорогах общего пользования; развитие велосипедной сети на автомобильных дорогах общего пользования, а также использование автомобильных дорог общего пользования и обеспечение безопасности дорожного движения.
